Despite efforts to save Dal from further harm, its condition 'deteriorates' | | | Muhammad Mukaram Early Times Report
Srinagar: Dec:03: Even the state high court has directed the government to form a monitoring committee for the preservation of Dal and keep a check on proper implementation of various projects, the lake's condition continues to deteriorate. Though about Rs 500 cr have been spent on three big projects to save Dal since 2005, the lake has been showing no signs of revival. Due to rapid and unplanned urbanization, large quantities of untreated sewage are getting discharged in the lake water, which might pose health problems in near future. The lake drainage system is clogged with little wind to aerate the water and researchers refer it as 'Lake in peril'. The anthropogenic factors are said to have resulted in shrinking of the lake from 24 to 11.41 sq km in the past 50 years. Experts predict that if pollution in lake continues at the same rate it will perish within next few years. The government had in the past framed three major projects, sponsored by the Centre and the state, to lease a fresh life to the lake. National Lake Conservation Programme worth Rs 298.76 cr was started in 2005. Official sources revealed that Rs 273.85 cr had been released by the Centre over the years, but the condition of Dal had not improved. The second conservation and management programme was Rs 356 cr Prime Minister's Reconstruction Programme (PMRP) of 2010. Under which, Rs 83.18 cr have been released so far. It was for acquisition of land and structures in Dal and Nigeen lake. The third project was for the rehabilitation of families dislocated from Dal and Nigeen lake. The project was conceived at a cost of Rs 416 cr for development of site at Rakh-I-Arth, Bemina, for preparation of site and provision for infrastructure like road, water supply, electricity, drainage, and sewerage and other community facilities and providing house units to the dwellers under state plan and central assistance of Rs 315.90 cr and Rs 90.92 cr respectively. "Under state plan, an amount of Rs 84.56 cr has been utilized and under Basic Services of Urban Poor (BSUP) component, an amount of Rs 20.43 cr has been released by the Centre," sources said. "Political intervention is also one of the reasons which create hurdles in taking of preservation measures of the lake. Authorities need to relook where there has been mismanagement for implementation of preservation projects despite spending crores of rupees," the sources added. Meanwhile, chief minister Mehbooba Mufti had recently said that the present government was committed for the preservation of lake. |
