Babus don't disclose property details, defy Govt | Rich officers of poor State | | Saqib Ahmad Early Times Report SRINAGAR, Dec 3: The assets disclosed by majority of Kashmir Administrative Service (KAS) officers have raised serious doubts and questions. According to the list of assets submitted to the Government by the J&K administrative officers, most of these bureaucrats have shown immovable property details of less than Rs 30 lakhs. A major chunk of these officers have, however, not divulged their property details to the Government. Surprisingly, few KAS officers have said that they don't own any immovable property. Various officers whose assets are less than Rs 30 lakhs as per the details provided to the government have shown that they have taken bank loans. Only few officers are falling in the category whose assets are in the range of Rs 1 crore. In J&K, the disclosure of assets of state administrative officers was introduced to curb corruption and increase transparency in governance. A state administrative officer (name withheld) has declared assets of just Rs 5 lakh. Another officer has immovable property of just Rs 7 lakh. Among the state bureaucrats, few officers have divulged the assets of less than Rs 10 lakh. A good chunk of KAS officers have also submitted that the cost of their immovable property was not estimated. Surprisingly, some of these officers who also own property with kanals of land in Srinagar and Jammu, have also shown property details less than Rs 30 lakhs. There are scores of state administrative officers whose property details have not been updated on the GAD website. "Few KAS officers who own houses in Srinagar and Jammu with kanals of land, have declared the immovable assets less than Rs 30 lakhs even as one kanal of land has a value of worth over Rs 1 crore," a senior official of General Administration Department said. He said these officers have not submitted the latest value of their property. In 2011, the government has made disclosure of property details by IAS officers mandatory before they are promoted. Under the Civil Service Conduct Rules public servants have to mandatorily declare their assets and liabilities every year. It was compulsory for all IAS and IPS officers to submit immovable property returns every year by January 31 in accordance with the All India Services (Conduct) Rules, 1968. It was only in 2010 that the Centre decided to put all the details on the website. According to the rules, officers who do not submit returns can be denied vigilance clearance and be overlooked for promotion and empanelment to senior level. |
