Early Times Report
jammu, Dec 22: For allowing illegal construction of a shopping complex on a state land near Birwan Bridge, the state vigilance commission (SVC) has directed deputy commissioner, Udhampur, to conduct a regular probe into the matter and take action against public servants who are found involved in the unlawful act.
SVC issued the diredtive after examining the enquiry report submitted in a complaint filed by a man against assistant commissioner, Udhampur. The DC was also asked to submit action taken report to the commission by or before January 27, 2017.
SVC has also asked the district vigilance officer (additional DC, Udhampur) to conduct enquiry in the matter and submit factual position of the case to the commission.
The complainant has alleged that assistant commissioner, Udhampur, was unauthorisedly deducting amount from the compensation payable to persons whose land or structures had been acquired by PMGSY department through his subordinate Saddar Qanungo. He also alleged that the officer had allowed M/s Singh Constructions to construct a shopping complex, allegedly against a consideration, on state land at Birwan Bridge, Udhampur, and changed the title of the land. The construction was dome in violation of Ribbon Development Act, official sources said.
The DC's report has prima facie established that the officials of departments having role to stop the illegal construction had not acted timely and allowed to M/s Singh Constructions to raise the shopping complex in violation of set norms and procedures.
Observing the possibility of alleged involvement of corruption in the entire deal, SVC ordered DC to hold a regular inquiry in the matter so that officials and others involved in this illegal act were identified for follow up legal action taken against the guilty.
