Irony! KU-VC 'teaches' rules to DSP, promotes 'blue eyed' employees | | | Early Times Report SRINAGAR, Dec 22: Vice-Chancellor Kashmir University Professor Khurshid Andrabi may act as man of high integrity by rebuking a police officer for performing his duties, but flouts all rules while running the Varsity. This has become evident from the promotion of two sectional officer employees to the grade of Assistant Professor at the Varsity in violation of the rules. One of the section officer's was recently appointed as public relations officer (PRO) to Vice-Chancellor Khurshid Andrabi. He is holding the charge of the PRO of the varsity and has been assigned the additional charge as the PRO to the VC. In 2011, he was appointed as the PRO in Convocation Complex of the varsity the post that is equivalent to SO grade. "Prior to his appointment, the notification issued by the varsity had sought applications for only one post with the grade of SO. Instead appointing one, two candidates were appointed there in violation of the rules," an official said. In 2015, the SO was appointed as the full-fledged PRO of the university when Andrabi took over as the VC of the varsity. "But the varsity authorities converted the SO grade post into Assistant Registrar to give him charge of PRO Varsity and is now holding charge of PRO VC because of his strong backing," the official claimed. After five years, the said officer would be eligible for the post of Deputy Registrar and then after eight years as Joint Registrar. Sources said the official has also been fully authorized to distribute advertisements and gets perks from the varsity. Similarly, another SO working at KU Mass Communication and Research Centre (MERC) was given the charge of Director of Institute of Kashmir Studies (IKS) this year. All these illegal promotions have taken place when Andrabi is heading the KU. The Vice- Chancellor of the Kashmir University recently hogged the headlines when he was seen lashing out at a police officer after his car was stopped by the police for having tinted windows. The video went viral on social media, showing Andrabi arguing and threatening cops. As the cops went ahead to clear the tinted glasses of the Vice Chancellor's car, Andrabi shouted at him and presented himself as man of a higher integrity.
