Despite GAD order, babus don't upload RTI replies on websites | | | Bijay Charak
Early Times Report Jammu, Mar 24: Heads of various government departments are virtually hindering the smooth implementation of RTI Act in the state. Majority of government departments are yet to upload RTI replies on their websites despite a GAD direction. Rajesh, an RTI activist, told Early Times that the GAD had issued yet another circular on February 23, 2018 and issued instructions to all administrative secretaries, heads of the departments and public authorities of the state to ensure effective implementation of the provisions of section of the J&K Right To Information Act, 2009 in letter and spirit by hosting all requisite information on the official websites and updating them periodically. As per circular, some departments are not implementing the provisions of Section 4 of the RTI Act and some of them have yet not created their departmental websites. The J&K State Information Commission has been persistently requesting for ensuring implementation of the provisions of the RTI Act. "On one hand India had launched Digital India Programme with a vision to transform the country into a digitally empowered society and knowledge economy. But it was totally inverse in Jammu and Kashmir," said sources. "The government is asking for disclosure of RTI replies and appeals but the heads of departments seem not interested. If government wants to implement such order seriously, they should impose penalty on the departments, otherwise there would be no change in their indifference to the government orders," the sources added. |
