Bagged Rs 2 cr project from State Govt in 1997, used pirated software to appease his bosses | Son of a separatist helped Pak to get land records of J&K? | | Early Times Report Srinagar, Mar 24: Land records of Jammu and Kashmir could be in possession of Pakistan as the compilation of the records was carried out by a software company owned by a son of a prominent separatist in 1997. It's believed that software used to compile the land records was pirated from Pakistan. Soon after the discrepancy had come to fore the then Jammu and Kashmir government had ordered a Vigilance probe into the scandal but the probe report submitted by the Vigilance Organization Kashmir in the year 2000 was dumped to put the lid over the scam. Sources told Early Times when militancy was at its peak in mid-nineties in Jammu and Kashmir the Government of India asked the Jammu and Kashmir government to compile the land records of the entire state. They revealed that soon after the GoI asked for the compilation of the land records, the J&K government started looking for a company which could compile these records. "A separatist, who was very close to power corridors in J&K during those days recommended the name of his son for the multi- crore project," sources added. They said, the Jammu and Kashmir government without looking for any other contenders awarded the contract to the software company of the son of the separatist leader. "It's believed that project's estimated cost was around Rs 2 crore." An insider said that a project worth crores was handed over to the software company which had no marketing standing. "All the rules were violated to appease a separatist who in mid-nineties was a part of Hurriyat Conference, which was very close to Pakistani establishment and militant leaders during tha period," he said, adding, "According to the rules the Revenue department at that point of time should have issued a global tender and invited bids from the companies from all across the country. But no tender was issued to pave the way for the son of the separatist, who used to spew venom against India." Sources said the company which provided the software for compilation of land records had claimed that it's the only company in the world which has got the software to complete the process. "The J&K government took the statement of the company as a gospel truth and made no attempt to verify the authenticity of the claim," they added. Insiders revealed when the scam came to fore the then J&K government ordered a Vigilance probe into the matter. "Soon after GoI came to know that the son of the separatist, close to Pakistan, had compiled the land records questions were raised. The biggest question was from where did he acquire the software? And why did the Revenue department handpick the son of the separatist for the project?" They said, "The Hurriyat lobby at that point of time was so strong that it got the probe scuttled and the questions which were raised at that point of time are still unanswered. But many people believe that land records of entire J&K are in possession of Pakistan and the software used for the compilation of these records was pirated from the neighbouring country as the records were compiled in Urdu language." Sources said, "The Jammu and Kashmir government should look into the probe report which was submitted by the VoK in the year 2000 to solve the mystery and bring facts to fore." |
