Minister's kin bag multi-crore project in Srinagar | | | Early Times Report JAMMU, Mar 24: Amid mounting allegations of corruption and favouritism against the coalition government, the family of a minister from the ruling PDP has bagged a project worth over Rs 100 crore. Sources said the Srinagar Municipal Corporation (SMC) has allotted the Waste-to-Energy for the Achan landfill site here to a consortium of three firms led by a firm which is owned by the family of a senior PDP leader. The project, scheduled to be executed by a Public-Private Partnership (PPP) initiative, will be designed, developed and managed by the consortium. SMC officials told Early Times that the project has "almost been handed over to the consortium" and that the work would commence in a month. Officials said the power plant was scheduled to generate 5-megawatt of electricity on daily-basis from 300 metric tonnes of the waste gathered from this summer capital of the state. Officials said the project would be executed as a part of the Design, Finance, Build, Own, Operate and Transfer (DFBOOT) Mode. "It will be first such project in the summer capital," the officials said. Source said the firm owned by the PDP minister's family would have a major share in the project profits while the two non-local firms would be making the major investments. The SMC, however, refuted that PDP minister's family was being unduly benefitted. "There was no political influence involved; the contract has been allotted with transparency," a SMC official told Early Times. Sources said in October 2017, the state cabinet sanctioned Srinagar city's first waste-to-energy plant for Achan waste landfill site. The officials said the Power Development Department will purchase the power under an agreement to be vetted by Law and Finance departments and State Electricity Regulation Commission. Officials said the draft for the plant had been examined by a committee set up by the National Green Tribunal and comprising members including those from National Environmental Engineering Research Institute Nagpur. Pertinently, the National Green Tribunal had asked the Jammu and Kashmir government to take the final decision regarding establishment of a waste-to-energy plant or ready itself for an "exemplary fine". |
