Unpaid bills likely to hamper macadamisation in Jammu

Jammu, Aug 1: The continuous delay by the Public Works (Road and Building) Department for clearing the outstanding payment bills of Rs 100 crores for macadamization to the contractors of Jammu is likely to slow down the macadam process in current financial year as the contractors are showing reluctance to take up such projects.
Sources told Early Times that earlier Government had released Rs 80 crore to PW (R&B) Department Jammu for clearing the pending bills of contractors for the macadam work done for the year 2017-18 but despite this amount, the outstanding of approximately Rs 100 Cr is still lying pending.
"The failure of Government to clear the outstanding payment, many contractors has not been taking up further macadam work. Given the situation, the Government has been trying to explore the possibilities to clear the balance funds," they said further adding that the pace of macadam work in Jammu during 2017-2018 has been outstanding as approximately 1400 kilometers of road was macadamized which is likely to further slow down due to pendency of bill clearance.
Sources further informed that if these bills were not cleared at the earliest there is every possibility that the pace graph will go down as compare to previous year's performance due to which the desired result will not be yielded.
Pertinently, post flood incident in 2014, the macadamization was done across the State with rider of Defect Liabilities Period (DLP) in which guarantee of macadam was given by the contractors for certain period of time with repair and in which 75 % mm macadam and 25 % mm Semi Dense Bituminous Concrete (SDBC) was done for main which was earlier 50 % mm macadam and 25 % SDBC and this also one reason that contractors not showing much interest in taking up macadam work.
