Time to end 'blatant discrimination' has come | Unrest in Jammu, Ladakh | | Early Times Report
JAMMU, Sep 16: The people of Jammu and Ladakh, who constitute half the state's population and inhabit state's 89 per cent of the state's land area, are chaffing. They are seething with anger. Their grouse is that they have never got their due share in the state's polity, economy and national-building and social institutions and that all the governments in the state adopted a step-motherly attitude towards them. Their anger is directed more against those who represented and represent these two regions in the assembly and parliament. They say that "their own representatives have let them down to please their masters in Kashmir". This part of J&K is divided into three divisions viz., Kashmir, Jammu, and Ladakh. The biggest victims of the J&K problem are the people of Jammu and Ladakh divisions, who have been discriminated in jobs, education, benefits and political representation. Strange may it appear but it is a fact that the BJP, which was part of the Mehbooba Mufti-led coalition government and shared power for almost three years between March 2015 and June 19, 2018, cited this to be the primary reason for ending the alliance with the Kashmir-based and Valley-centric PDP. The people of Jammu and Ladakh divisions have little or no say in the political matters and same is indicated from the absence of any non-Muslim CM in the state since the first election in 1951. The policies are framed in keeping the interests of Kashmir division in mind. The major chunk of government funds is invested in Kashmir division. All the major projects like AIIMS, NIT, the central university, medical college etc. are given preference to Kashmir. Most of the jobs and scholarships go to people of Kashmir and people of Jammu and Ladakh are blatantly discriminated against even though unemployment is more in Jammu division. The Jammu and Ladakh divisions despite having huge tourism potential aren't developed. Funds aren't released even to prevent natural disasters. After unfortunate Ladakh floods in 2010, several projects were initiated but all projects are stalled due to non-release of funds. Funds weren't released even to build mortuaries to bury dead bodies from mudslides. Several of the Indus tributaries pass through Ladakh, which could be harnessed when only 5 per cent of Ladakh arid land is irrigated, only if the government pays attention to regions outside Kashmir. Al this has added to the anger of the people of Jammu and Ladakh. Time is running out and running out very fast. It would be only desirable if effective steps are taken to mitigate the hardship and problems being faced by the people of these two regions. It can be done now that J&K is under Governor's rule. Both the Union Government and Governor Satya Pal Malik should work in tandem and work out a mechanism that resolves the issues of Jammu and Ladakh with hurting the interests of Kashmir. |
