Jammu, Sept 16: The state Legislative Council has ignored a cabinet decision, according to which some of the newly created posts were to be filled on deputation basis, but went on to advertise the posts, by giving promotion to some of its own officials. According to the documents in possession of Early Times, in reference to the Cabinet decision number 194/12/2017, dated 23/10/2017, Secretary Law, Justice and Parliamentary Affairs, had issued a government order number 5366-LD(PAB) of 2017 dated 25/10/2017, according to which sanction was accorded for the creation of several posts including in the Legislative Council. These posts include Private Secretary to chairman, Accounts Officer, Assistant Information Officer, Junior Legal Assistant, Junior Librarian, W&W Inspector, W&W Sub Inspector, Junior Scale Stenographer (Urdu) Junior scale Stenographer (Hindi), Assistant Marshal, Date Entry Operator, Dispatch Rider, Watch and Ward Staff. The part-ii of the same order reads, "The posts of Accounts Officer, Assistant Information Officer, Junior Legal Assistant and Junior Librarian are drawn on deputation from the respective departments". Sources in the Legislative Council informed that instead of bringing officials on deputation basis from other department, these four posts were filled from within the LC by giving promotion and the posts fell vacant after the promotion were sent for advertisement in the first week of September. A translator working in the LC was promoted to the post of Assistant Information Officer and the vacant post of Translator was sent for advertisement. In the same way a reporter, who had some diploma or degree in law was promoted as Legal Assistant, while the post of Reporter was sent for advertisement. Whereas a Junior Assistant was promoted as Assistant Librarian and the post was sent for advertisement and same was done with the post of Account Officer. "Does it fall under the prerogative of Secretary Law to overlook the cabinet decision?", an official said, adding that enquiry must be initiated by Governor Office in the matter of infringement with the Cabinet's decision. |
