DSEJ, DC loggerhead over transfers of teachers | CEO caught between devil and deep sea | | Asif Iqbal Naik Early Times Report JAMMU, Feb 13: Director School Education Jammu and Deputy Commissioner Kishtwar are at loggerhead over the transfers of teachers in the district as both the officers have directed the CEO to submit the proposal of transfers to them for final approval, leaving him in a fix. As per the details available with ET, DC Kishtwar Angrez Singh Rana who has repeatedly been accused of his allegiance with BJP, vide order No. DDCK/Edu-47/FY19/17350-55 Dated 6-2-2019 constituted a committee comprises of ADDC Kishtwar, ADC Kishtwar & CEO Kishtwar for effecting transfers in Education Department and put the same before him for approval while CEO Kishtwar shall only issue the orders. In another order issued by Director School Education Jammu Anuradha Gupta vide DSEJ/NG/5131-41 Dated 11-2-2019 titled as "furnishing of proposals for transfer of teachers" to the CEOs of all districts of Jammu division, the DSEJ had advised CEOs to submit the proposals for the transfer of teachers in their respective Districts for vetting within two days. Speaking to ET, several teachers termed the order of DC Kishtwar as an attempt to encroach powers of the and added that transfers and postings are the prerogative of the concerned officer of education department. They however added that DSEJ was the appropriate authority to affect the transfers in the education department and had the right to ask CEOs concerned for submitting the proposal. They further said that Secretary School Education has clearly authorized the DSEJ for effecting the transfers of teachers in Jammu Division which she should carry forward in letter and spirit as the head of the department. It is pertinent to mention that last year the controversy erupted between the teachers and DC Kishtwar over the issue of misbehaviour of DC Kishtwar with I/C Dy. CEO Kishtwar, that resulted into mass scale protest by the teaching community forcing the then secretary education to revoke the suspension order of Dy. CEO Kishtwar by setting aside the order passed by the controversial DC Kishtwar. |
