Stone pelters, not nationalists are dear to Government | | | Early Times Report SRINAGAR, Feb 13: It seems that government goes soft against anti-nationals and stone pelters by preferring them over nationalistic forces. This could be gauged that government has initiated several programmes where the stone pelters and anti-nationals have been given preferences over other youth. Take for instance, Government has constituted 'district level task forces' for engagement of youth in sports to stop them from diverting towards other activities. An official document of divisional commissioner Kashmir office reveals that task forces would identify the gaps with regard to sports, cultural, and infrastructure. They have to "prepare calendar of the activities for purpose of youth engagement/sports that could bring out a change on the ground to make them useful instruments of change and also to ensure furtherance of sports/cultural activities". The documents say that district development commissioner Srinagar has recommended that "special focus needs to be placed on the down town where majority of the population lives, which has been adversely affected in the present turmoil". "Special allocation of funds be made for development of different facilities like gymnasiums, entertainment halls, career counseling centres to have a salutary effect on the downtown youth," the DC Srinagar as per documents has recommended. Similarly, district development commissioner Ganderbal has recommended that a "comprehensive plan" needs to be formulated for the tribal areas of the district and stone pelters need to be engaged in the sports activities, to bring in them a "positive behavioral change". The documents pointed out non-availability of funds for building of sports infrastructure. In Shopian district, there exists one stadium and there is "meager infrastructure" available, it adds. Jammu and Kashmir has only 137 play fields against the requirement of 2500 for a population of over Rs 1.2 crore. Similarly, a government document reveals that directorate of school education has been directed to organize student exchange programmes particularly in south Kashmir. "The students exchange programme needs to be made broad based by identifying more students for the same, especially from areas of south Kashmir," the document reads. These youth from south Kashmir are being preferred over other youth. "Government is introducing so many programmes for these people to wean them from protests or joining militancy. Student exchange programme is part of that process," an official said. These measures have been introduced as the trend of educated youth giving up a bright future for gun shows no sign of abating. "Giving them special treatment is discrimination with other youth. You can't give special treatment to those who have indulged in stone pelting or other anti-national activities," the official said. Last year, the Central Advisory Board of Education (CABE) drafted a detailed policy for improving education in the state. CABE is the highest decision making body on all matters related to education, including school-level and higher education. The Kashmir education policy was one of pivotal the agendas in the draft. |
