Government initiates probe in developmental works | | | Ishtiyaq Ahmad Early Times Report Srinagar, July 29 : As a former minister and senior officials are under the scanner for allegedly giving contracts without following "transparent" tendering procedures, the government has initiated a probe in departments which have started the developmental works without seeking the prior administrative approval. A former minister was recently questioned by the Crime Branch. The government has also framed a committee to look into diverting funds from one project to another leading to a large "number of incomplete projects, whose funds have been received but diverted elsewhere". It also has to probe into irregularities in appointments at various levels, including that of the managing director and inefficiency in functioning and huge time and cost overruns in project implementation. At the same time, the government has initiated a probe. Several government departments had started the developmental works without the administrative approval, which has led to the funds crunch. "These works have been started without any source of funding. Most of these works have been halted for want of funding," said an official of Finance Department. An order issued by the Finance Department says that several developmental projects have been taken up without the administrative approval. A four member committee has now been constituted to look into the developmental works that have been started without the administrative approval. Headed by Financial Commissioner of the Finance Department, the committee comprises Principal Secretary Housing and Urban Development, Principal Secretary Planning Development, and Commissioner Secretary to School Education. "The concerned administrative departments shall identify all such projects, where administrative approval has not been accorded but are under execution. It shall submit the same to the committee by June 10, 2019 for clearance and directions," reads the order A source in the Finance Department said that the committee would go into all the details to find out who gave the go ahead for the developmental works. "There are clear directives by the government that concurrence from the Finance and Planning and Development Departments is must for starting the work. The committee would look into all the aspects and submit a report to the government along with its recommendations," the source said. Several departments, the source said, while projecting new schemes and project proposals for inclusion in the annual action plans did not consult the Finance and Planning and Development departments. He said that concurrence of Planning and Finance department is necessary before projecting new developmental works. Planning and Development Department acts as a nodal agency for the implementation of planning process in the state. |
