Early Times Report
poonch, July 29: The much publicized order of administration is being violated in Poonch by Chief Education Officer Poonch Vijay Bhagat. The order required all CEOs, ZEOs to detach all detached teachers, masters.
Over 18 Teachers and Masters are still working in CEO and ZEO Offices with the connivance of CEO Poonch, who according to him (CEO) does not believe on verbal directions and ask for written directions from the administration.
The government during a review meeting of School Education Department at civil secretariat sought details of the number of teachers, masters and lecturers deployed/attached on non teaching positions-school wise, Indicating the periods of deployment and reason thereof. The meeting said that the teaching staff that has been attached with the chief Education Offices and Zonal Education Offices for two three years should be transferred with immediate effect. The meeting further said that they should not be transferred to soft areas but to places where there is an immediate need.
It is pertinent to mention here that over two dozens of teachers and masters have been both written or verbally attached in CEO and ZEO's offices (Documents available with ET) and despite repeated orders from higher authorities, CEO Poonch did not bother to detach all of them that indicates something fishy in it.
Sources revealed that all the attached Teachers and Masters attached in CEO and ZEO offices for several years have been holding important Sections like SSA, Samagra, RET Regularisation, Construction Funds where large scale irregularities have been reported in recent past, and these teachers by one or the other means managed to get reattachments in these offices. Various Teachers Organisations have time and again raised these issues before the higher authorities but nothing concrete have been seen on ground. This has lost faith of teachers on higher authorities. Sources also revealed that the administration has several times snubbed CEO Poonch but CEO Poonch on his poor performance on implementing various Programmes and directions from higher authorities, despite all this CEO Poonch never bothered to act on the directions from higher authorities.
Several Teachers organizations have held numerous protests in this regard, but nothing has happened. They demanded personnel intervention of Farooq Khan, Advisor to Governor into the matter.
On being contacted CEO Poonch behaved rudely and said it that he has not received any written directions for detachment of teachers jab written order aayga tab Dekhenge."
