J&K Skill Development Mission sits over payment to training providers | Files gathering dust since March | | Jehangir Rashid Early Times Report srinagar, Aug 1: The J&K Skill Development Mission has not cleared the files regarding release of payment to the training providers. The files are pending since March 2019 even though some of the training providers have completed the task which was assigned to them. The J&K SDM was created by the Government vide order no 678-GAD of 2016 with an object of conducting skill development training programme within the specific periods on the mission mode to ensure wage earning and self employment of un-employed youth. The Mission has been entrusted with the responsibility for operating various skill development programmes being carried out by the Government of India (GOI). Flagship programme like Pradhan Mantri Kaushal Vikas (PMKV) Yojna has to be carried out by the Skill Development Mission in the state between 2017 and 2020. Sources told Early Times that in June 2018, 60 institutes were empanelled with 50,000 sanctioned training capacity/year for three or four months. The process was somewhat slowed and huge time was spent in creating links with the training providers before allocating them the target. "Most of the institutes empanelled have not been allotted any target for the reasons not known though they have spent huge amount in creating infrastructure and engaging manpower etc. While some institutes have been allotted meager target some of the blue eyed institutes have been given higher target to train the students," said sources. Sources said that in few blue eyed institutes most of the candidates are bogus or the college going students. This is despite the fact that the training under this scheme is meant for early drop out youth only so that after completion of the training they are able to earn their own living. The government provides Rs. 15,000-20,000/trainee to the training provider for training of the youth, they said. "Out of the 50,000 physical target hardly seven percent target has been completed as on date. Those who have completed their assigned target have not been paid the payment till date with the result most of unemployed youth who had spend huge amount in creating infrastructure and engaged manpower to train the youth have not been allotted any target. The payment to those who have completed the assigned target had to suffer a lot for want of payment," said sources. Sources said that GOI had released Rs 22 crores for the said purpose in September 2017 but the Directorate of the state is not releasing the payment in favor of training providers. As per mission guidelines, the Directorate has to release 30 percent of the payment soon after uploading of candidates on the portal to be trained, 50 percent after completion of the training and 20 percent after placement of the trainees to various establishments. |
