Central grant of crores of rupees mysteriously sank into Dal lake for years

Jammu, Oct 28: In a startling revelation, the government has found out how the central government grants sanctioned otherwise for the preservation of Dal Lake were going down the drain with probabilities of a major corruption not be outrightly rejected.
As per the official sources, the government through the fact finding committee has found how the mismanagement and non seriousness was marring the efforts for the conservation of the world famed water body- Dal Lake and how hundreds of crores were going down the drain- thanks to the inefficient administration being handled by the past regimes in Jammu and Kashmir.
As per the reports, private land mass at present in Dal Lake is 195 Kanals and the water body consists of 288 Kanals. The total encroachments have swelled upto 535 Kanals and 11 Marlas of land in Dal. Through Prime Minister's reconstruction program called PMRP, the state government claims to have spent two crore rupees in just one year alone. The authorities claim that they have spent this amount on acquisition of land within Dal.
Amid the tall claims of the state authorities in protecting the world famous Dal, its relocation project turns out to be a hoax as snail's pace work becomes spoilsport in shifting inhabitants to other areas.
11 thousand families that were ought to be relocated from Dal, the government so far has relocated only 90, hence the project failed to take off and the world famous lake continues to shrink
In 2006, the Government transferred 7526 kanals of land in Rakh-e-Arth near Bemina flood channel, to LAWDA for rehabilitation and resettlement of nearly 55,000 souls living around the Dal Lake. It was also proposed that 3,500 families would be shifted every year.
The project failed to see day's light and is only recorded in the official data. So far the project has not taken a single measure to speed up the registration process for the purpose. Sources said that out of 11 thousand families that were ought to be relocated from Dal, the government so far has relocated only 90.
Meanwhile, the reports have come to fore that the Private land mass at present in Dal Lake is 195 Kanals and the water body consists of 288 Kanals. The total encroachments have swelled upto 535 Kanals and 11 Marlas of land in Dal.
In Nigeen Lake- located adjacent to Dal, the state land over it consists of 16 Kanals and the water body of one Kannal and Eight Marlas. The private land on Nigeen is 31 Kanals and water body is 10 Kanals. The total amount of land mass on the both sides of the lake is 595 Kanals and around three Marlas.
There has been concern over the political influence and vote bank politics used in devastating this world famous lake and government's non- serious approach in tacking the crises.
Despite the fact that state authorities here are spending more than crore rupees every month over the Protection of Dal Lake, its area is shrinking everyday and becoming a cause of concern for everyone.
MH 3435, a Central Sector scheme under which 191 lakhs have been spent on Dal. The breakup of the expenditure informs that 34 lakhs have been spent on sewerage treatment works while as 115 lakhs on catchment management works.
Further Rs 27 lakh, the authorities claim to have spent on the infrastructure.
Under another scheme under the umbrella of the state sector called MH4217 and the amount spent in 2014 on the protection of Dal by this scheme was 578 lakhs.
Through Prime Minister's reconstruction program called PMRP, the state government claims to have spent two crore rupees in just one year alone. The state authorities claim that they have spent this amount on acquisition of land within Dal.
As the illegal constructions see no end around this world famous lake, the government claims that it has spent 1.5 crores on rehabilitation and resettlement of people living around the lake.
In a similar fashion 2.72 crores have been used over what the government earlier claimed deweeding and cleaning of channels around the lake. 1.65 crores was shown as an expenditure incurred upon administrative affairs.
91 lakhs have been used through another scheme in one year called B.S.U.P-JNNURM. 89 lakhs have been spent on sewerage system and two lakh on rehabilitation.
133.57 lakhs have been spent under Urban Local grant in the year 2014 by the state authorities. 1.32 crores were given away as the salaries for the staff while as the remaining amount was shown as the expenditure upon the telephone bills of babus.
Ironically and shocking for many, the depth of Dal lake is now reduced to an average depth of 4.5 feet (1.2 metres) only while as 50 years earlier it was more than 45 feet.
The surrounding area of the lake was 15,961 kanals five decades before but nowhas shrunk into a meagre space.
