SRO-202 to continue in Union Territory of JK, Ladakh

Jammu, Oct 28: The Jammu and Kashmir Special Recruitment Rules-2015 commonly known as SRO-202, which has drawn much flak from the government employees ,will continue to hold in the upcoming Union Territories of Jammu and Kashmir as well as Ladakh.
Taking to Early Times, Secretary to Government, General Administration Department (GAD) Farooq Ahmed Lone said that the SRO-202 has been protected in the new carved Union Territories of Jammu and Kashmir as well as Ladakh. "SRO-202 has been protected and the employees engaged under the SRO will continue to work as per the previous terms", Secretary to GAD said.
The new recruitment policy in Jammu and Kashmir was initially introduced by Omar Abdullah led coalition government but during their last days of stay in power they had abolished the same.
The BJP-PDP led coalition government in 2015 had reintroduced the policy under SRO-202, according to which the employees including non-gazetted even gazetted services including 10+2 lecturers and other officers were engaged and were entitled to get minimum of scale of pay along with grade pay applicable to the post, against which s/he is appointed for initial five years of service. The annual increments, Dearness allowance, House Rent Allowance and City Compensatory allowance will be paid only after completion of five years of services on consolidated salary, the SRO reads.
After the decision of the Union government on August 5, introducing Jammu and Kashmir Re-organization Act and making Jammu and Kashmir as well as Ladakh, two union territories, over Lakhs of government employees engaged after 2015, had been hoping of abolition of the SRO.
The employees had been speculating that the SRO-202 was part of Jammu and Kashmir's constitution and after the abolition of JK's constitution the SRO-202 will ultimately cease to exist, sources said, adding that even the government employees had started dreaming of abrupt increase in their salary, which would be not less than a lottery for them, after the abolition of SRO-202.
"When the Union government could do away with much controversial Article 370 of constitution, which was supposed to be against the interest of larger masses of Jammu and Kashmir but how by protecting SRO-202, the welfare of over one Lakh government employees will be taken care of", sources said, adding that even the Class-IV employees engaged under SRO-202 have not been getting minimum wages as fixed by Union government.
