Appointment of Chairman unlikely to make JKPSC fully functional | With no other members, Commission cannot conduct interviews for 77 KAS posts | | EARLY TIMES REPORT
JAMMU, May 5: The appointment of new Chairman of Jammu and Kashmir Public Service Commission (JKPSC) by Union Territory administration is unlikely to make the Commission fully functional as without the appointment of other members it would not be able to take important decisions such as conducting interviews for the post of 77 posts. Though the appointment of BR Sharma as Chairman by UT administration is a delayed but a welcome step but the administration must initiate the process to appoint the other members of the Commission, to make it fully functional, sources said. Sources informed Early Times that majority of the decisions such as conduct interviews, announcing results, holding exams of various posts, could only be taken by the Commission. “The quorum of the Commission comprises the Chairman and its members while the Chairman alone can only take some minor decisions such as issuing some notifications”, an official said, adding that the government would have to appoint the members soon, to make the Commission fully functional. The Commission had declared the results of KAS Mains in July 2019 for 77 posts but the interviews had not been conducted. “The appointment of the Chairman will not be able to start the process of conducting interviews for the 77 posts”, sources said. “During the time of popular governments, the number of the members of the Commission usually was above 6 members and most of the time, political interference was involved in the appointments”, sources said, adding that it was not the compulsion before the administration to appoint many members. “Even two, three or four members can make the Commission. Usually the number of members is kept in odd numbers such as 3, 5 or 7. It is done only with an intention to take decisions on majority-minority basis. If there are even number of members and on some decision equal number of members take opposite sides then Chairman has to vote, so the administration prefers odd number of members”, sources said. They further said with the appointment of Chairman, there are possibilities that the members will also be appointed soon. “The UT administration is likely to appoint less number of members in comparison to the Commissions during popular governments”, sources said, adding that after the appointment of members, the foremost work of Commission would be to conduct interview of KAS, conduct various exams of gazetted posts such as of Labour department, Revenue Service etc. |
