Marwah: Surprise inspection spills beans, 13 govt offices found locked

Jammu, Feb 14: The culture of absenteeism at Marwah Sub Division in Kishtwar district is making poor people suffer. The area is presently cut off from rest of the country due to snowfall.
As per the details available with Early Times, Sub Divisional Magistrate Marwah in his communication addressed to Deputy Commissioner Kishtwar informed him about the surprise inspection of various government offices and enquiry into the unauthorised absence of the government employees.
As per communication No. SDM/M/GEN/2225-40 Dated 13-2-2021 the SDM has informed the DC Kishtwar that during surprise inspection of the offices by him, it was found that office of CDPO Marwah (ICDS), TSO FCS&CA Marwah, HDO Marwah (Horticulture) SADO Marwah (Agriculture), TSWO Marwah (Social Welfare), ZEO Marwah (Education), Principal HSS Marwah (Education), Range Officer Forest Officer Marwah (Forest), Sheep and Wool Development Officer Marwah (Sheep Husbandry Department) were found locked while non vacation staff from ZEO office Marwah and HSS Marwah also found absent.
Similarly only Chowkidar was found present in the office of Block Development Office Marwah and attendance register was not found in the office and was reportedly laying at Kishtwar.
During surprise inspection, the SDM Marwah found that the Office of Treasury Officer Marwah and Executive Engineer PWD R&B/PMGSY Marwah have not been found to be functioning from HQ Marwah.
“Detailed staff list of defaulting employees shall follow after seeking comments from concerned District officer. It is as such requested to take necessary action in the matter on priority so that various Govt Offices of Sub Division Marwah start functioning from HQ Marwah” the communication further reads.
Speaking over the issue, Social and Political Activist from Marwah Ghulam Rasool Magrey who filled a Public Interest Litigation (PIL) in J&K court through Advocate Faheem Shokat Butt regarding non existence of Government offices at Marwah Sub Division said that SDM communication to DC Kishtwar vindicated their stand in court. He said that government and administration from time to time is defending the absentees employees added that government even lied to court with regard to functioning of these offices.
“I am thankful to DC Kishtwar and SDM Marwah for presenting factual situation about the non existence of government offices in Marwah- let government take corrosive measures to streamline the functioning of government offices in Marwah Sub Division” said Ghulam Rasool Magrey.
He said that he is hopeful that all the government offices sanctioned for Marwah, Warwan and Dachhan will shifted to respective areas instead of District HQ.
Another social activist from Marwah Abdul Wahid Malik said that people of Marwah area which include Dachhan and Warwan as well are suffering due to official apathy added that government should take punitive action against the officials involved absenteeism culture as well as for illegally running the government offices from District HQ Kishtwar.
He urged the Crime Branch Jammu and Anti Corruption Bureau to expedite the investigation into Marwah embezzlement related cases so that the culprits involved in open loot of public exchequer meant for development of Marwah could be taken to task.
