Delegation of Panchayat Secretaries calls on Director RDD, submits memorandum of demands | | | Early Times Report
Jammu, Aug 26: A delegation of All J&K VLW Association (Panchayat Secretaries) met with Director Rural Development Jammu and submitted a memorandum of demands. During their interaction with Director RDD, President of association Anirudh Singh said that recently our UT govt. has rationalized the department vide order no.59-RD&PR of 2021 Dt; 02-03-21. The department had issued the said order with various changes like re-designating the VLW, MPW and GS as Panchayat Secretary by enhancing the basic qualification from 10+2 to Graduation, but unfortunately the grade pay of Panchayat secretary remained same as was at the time of SRO 133 of 1990 when the qualification for VLW was metric ,due to this less GP more than 50% posts of cadre always remains vacant in spite of various representations at different quarters the pay parity of Panchayat Secretary (VLW) is not removed, due to these vacancies the Panchayat secretaries are working overburden in more than 2-4 Panchayats in spite of own Panchayat, since years the department is taking double and triple work from Panchayat Secretaries at a merger salary of GI’ 1900 (pre revised) and without any promotion for 20-25 years of service which is also a violation of Human Rights, Supreme Courts judgments and CSR. The office of Assistant Commissioner Panchayats (ACP) is established at district level but the post related to the Panchayati Raj i.e. Panchayat Inspector in the office of ACP is not filled by the department so for which is urgent for the proper functioning of Panchayati Raj at gross root level for settling the Panchayati Raj Act and Rules Related issues. After the rationalization of department Directorate of Rural Development vide his order rio;248 DRD of 2021 Dated 10-04-21 had issued the tentative seniority list of Panchayat Secretaries for objections within 10 days but unfortunately the final seniority is not issued till date after the laps of 4 months which is reflecting something suspicious. More then 1700 Posts of Panchayat Secretaries are laying Physically vacant out of 4271 created posts which were not filled in spite of various representation. About 70-80 vacant posts of Panchayat Inspectors each in both the Divisions were not filled by the department by conducting the DPC in spite of various requests. The Posts of Block Development Officers under Departmental Quota which is 50% as per the provisions of SRO-285 of 2003 Jammu and Kashmir Rural Development (Gazetted rules) were not filled properly by clearing the back log since 2003 the date of issuance of SRO 285,as the Department had done a blunder with the departmental officials by allotting only about 10% Quota to departmental officials and providing extra ordinary benefit to the KAS officers. |
