Mahan Singh lauds LG for resolving building permission issue by designating committees

KATHUA, Jan 22: District Development Council (DDC) Chairman Kathua, Col Mahan Singh today welcomed the order issued by the Department of Rural Development and Panchayati Raj, Civil Secretariat, J&K regarding the designation of authorities for according approval/permission for construction, re-construction and alteration of residential and commercial buildings in rural areas of Jammu and Kashmir and expressed gratitude to LG Manoj Sinha for the same.
In a statement issued here today, the DDC Chairman said that in the past the permission of residential as well as commercial buildings were approved by the BDO office but after implementation of PRI Act in J&K the aforesaid power was diverted to Director RDD due to which there was huge pendency of building permission cases at the Director's office. This had resulted in immense hardship to the building permission seekers.
Col Mahan Singh (Retd) said that he alongwith other DDC Chairpersons had brought this significant issue to the notice of Lt Governor during their meeting with him on 10th Jan 2022. And the resolution of the issue within a few days reflects the determination of the LG led UT Administration in addressing the woes of the people. Moreover, the initiative is clearly a part of the Good Governance fundamentals adopted by the Govt. Stating that LG Manoj Sinha deserves full appreciation for the order passed in this regard, he expressed profound thanks to him for addressing this significant issue of the people of Kathua.
It is pertinent to mention here that as per the Govt Order issued in this regard today the competent authority to grant building permission within Panchayat jurisdiction shall be the Committee comprising Sarpanch Halqa Panchayat, VLW ( Panchayat Secretary) of Halqa and Patwari Halqa. In case of permission for Commercial buildings and shops the designated Committee/ competent authority shall comprise SDM concerned (Chairman) besides Tehsildar concerned, Town Planning Officer concerned, BDO concerned and Sarpanch of Panchayat Halqa. This authority shall also have the jurisdiction to grant permission in case of any other building including Govt buildings. Moreover, the aforementioned designated Committees can co-opt Members from any government department as may be required for the purpose of taking decision on these permission cases.
