Jammu, Jan 22: A startling revelation about nepotism ruling the roost in the University of Kashmir has come to the fore, unraveling that a blue-eyed professor has been accorded an important position out of the way and reemployed while throwing rules to the wind.
Sources privy to this development told Early Times that “there was no public good in his reemployment other than he is very close to those at the helm otherwise, by all means, he had a very ordinary track record as an academician or an administrator.” “His close relationship with the higher-ups is well known to one all in the University and it has been this relationship which had been the sole reason for his reemployment.” Pertinent to mention here that as per the UGC guidelines only the teachers are entitled to reemployment or extension in services subject to certain conditions. There is no provision of reemployment for the officers/ non-teaching staff as per UGC guidelines. Besides, in the case of Teachers, during reemployment, such teachers cannot hold administrative positions. The reemployment is only for teaching purposes.
Sources said that J&K CSR allows an extension in the services of an officer after the date of his or her compulsory retirement with the sanction of the competent authorities subject to the conditions that he or she has a track record of 'Efficiency and the Extension is for the Public Good' which must be recorded in writing. But both of these persons had a poor track record in all respects. Prof Farooq has been an utter failure as a teacher, researcher and administrator which is known to one all in the university.
It was informed further that the blue-eyed persons have not only been unduly favoured by re-employing or by granting extension in their services after the date of compulsory retirement in violation of all the norms etc. but were also unduly offered a number of financial benefits In addition to the salary last drawn, they are being paid:
Honorarium @ of Rs 15,000 pm, Local Allowance @ 32% of basic pay which comes around Rs 60,000 per month
Rent Free Accommodation which conservatively costs to the University Rs 15000 pm Vehicle for the use which conservatively costs to the University Rs 10000 pm.
Meanwhile, the government here that claims to have been making strenuous efforts in uprooting the nepotistic and corrupt practices is acting as the mute spectator to such crises menacingly looming large in the premier knowledge center of the erstwhile state.
