Deadline on submission of ATR on Administrative agenda likely to be extended
With govt focus in handling unrest, no progress in pursuing political agenda

Jammu, Aug 12: The deadline fixed by the Group of Ministers for submission of Action Taken Report on implementation of Agenda of Alliance on development is likely to be extended as there is no progress on any of the key aspects of development related works. Nor is there is any headway by the GoM on discussing the political agenda both at the state level as well with the Central government.
Sources said as the PDP-BJP alliance government is still groping in dark with its entire focus to deal with the situation is Kashmir, all key administrative and political matters remain shelved. While a couple of cabinet meetings were held, its agenda was confined only to transfers in Police and administration. With official work still crippled in the Civil Secretariat as well as in other offices, the Administrative Secretaries have not been able to compile the progress, if any, on implementation of development, a key component of Agenda of Alliance which was bifurcated by the government in its recent meeting held on August 4, sources said. While this report prepared by the Chief Secretary BR Sharma was sought to be submitted within a fortnight, by last week of August, it may not meet the deadline, said the sources adding that Administrative Secretaries of various Departments have yet to gather information from different quarters as official work continues to remain paralyzed with little or no attendance of the staff, sources in GAD said.
The senior ministers in the GoM from both the parties have not held any meeting after a week they met amid unrest in Valley, making it nearly impossible to discuss or draft any initial phase of the political agenda, nor is there any possibility at present of their visit to New Delhi to meet Union ministers with whom the political agenda could be discussed, said the sources. In nutshell, even as the government showed up some urgency of engagement in convening the meeting of GOMs, the latter have failed to formulate any mechanism on the key aspects of both administrative and political agenda. The ongoing crisis in the Valley is also delaying decisions on key matters which have shelved in the cabinet meetings held during the last over one month, said the sources adding that agenda other than transfers has piled up but government did not want to give an impression it was in urgency of pushing ahead only development while the Kashmir was in flames.
