Jammu, Aug 12:: Transfering influential teachers from their colleges of choice has become a herculean task for the department.
It seems that department has virtually surrendered before the power of teaching faculty members. The power of these influential college lecturers could be gauged from the fact that despite criticism of government by civil society, repetitive cries of people for staff in peripheral college, even RTI revelations about prolonged stay of college lecturers in city colleges, there is no change in the attitude of officials and minister of department to touch these influential lecturers.
"Apart from college in Jammu city or in district headquarters, all other colleges in peripheries including Basohli College, Billawar and the list of long, where there is acute dearth of staff and even the temporary faculty members are also not engaged. These colleges have one or two permanent faculty members while all remaining seats are vacant. In such situation, how much studies are affected, one can easily understand", a college lecturer said, pleading anonymity.
He further said that the transfer policy is only in papers and non-existent in Higher Education department. "Money and political power rules the roost here and those having these powers are enjoying their stay as per their whims and fancies while the non-influential are continue to stay in far flung colleges, that too for many years together", he alleged, adding that for the last two years, transfers in department were not affected, apparently due to influence of transfer industry players.
An official in Higher Education department pleading anonymity said that in the beginning months of the government, a list of transfers was formulated but was put on hold by minister, following invention of Bhartiya Janta Party leaders.
"Few days back, a proposal was mooted to transfer the influential lecturers from city colleges but the proposal failed to see the daylight as the official was prematurely transferred on instructions of transfer industry players", the official alleged.
He further said that there were very remote possibilities that the officials or minister would muster courage to take decision about touching the influential lobby of lecturers.
