In its battle for survival, Tawi gets 'Judicial help'

JAMMU, Aug 12: State High Court has finally come to the rescue of river Tawi that is termed life line of Jammu, but has been under threat from mindless encroachment on its banks over the years, triggered by vote bank politics.
Taking serious cognizance of the politically aided encroachments and its possible repercussions, a Division Bench of the High Court comprising Justice Dhiraj Singh Thakur and Justice BS Walia said the encroachments that have taken place over the years and still may be continued on account of negligence and connivance of government agencies need to be dealt with seriously.
The Court directed the revenue department and other agencies concerned to map the exact area which forms a part of river Tawi or its banks, which otherwise should have been controlled and regulated by the irrigation and flood control department (I&FC), forest department and other government agencies so that the extent of encroachments could be fathomed and corrective measures taken thereafter. It is an open secret, that notorious land mafia has encroached state land, forest land, natural streams and even Tawi, while the government agencies have aided their criminal devour rather than checking the menace.
It is pertinent to mention here that from Sidhra to Falain Mandal and beyond the encroachments on either side of Tawi bed have been going on unabated with the connivance of the revenue officials and the political masters of the encroachers and land mafia. The encroachers have eaten deep into Tawi's bed at certain places, inviting catastrophic disaster as seen in Uttrakhand the previous year. The government had mulled embankment of Tawi and its development into public parks so that the unabated attempts to encroach its banks could be checked, but the proposal was sabotaged by the vested political interests.
The State High Court's intervention is exhaustive and covers several other issues which are threatening the very existence of Tawi, including illegal extraction of minerals from its bed and complete incapability of the department of Geology and Mining to check the same and also, dumping of tones of garbage everyday in it in the absence of any solid waste management policy.
