HC directs AH secy to produce record Alleged placement of junior as AH director 8/12/2016 11:14:18 PM Early Times Report Jammu, Aug 12: High court judge Dhiraj Singh Thakur today directed secretary of animal and sheep husbandry department to produce record with regard to the placement of Dr Sunil Kumar Abrol, incharge joint director, ARV R S Pura, as director, animal husbandry (AH) department, temporarily in his own pay and grade till further orders. The court also issued notices to the secretary of animal and sheep husbandry department, PSC secretary and Dr Sunil Kumar Abrol. The court directive came in a writ petition filed by Dr Ashok Kumar Magotra, incharge Joint Director, Animal Husbandry Department, Jammu, challenging the impugned government order No 84-ASH of August 10, 2016 whereby Dr Abrol was asked to lookafter the post of AH director. When this petition came up for hearing, petitioner's counsels drew the court attention to the final seniority list of Veterinary Assistant Surgeons of Animal Husbandry Department wherein the name of petitioner figures at serial No 7 and on the other hand the name of Dr Abrol figures at serial No 13. It was submitted that the petitioner was senior to Dr Abrol but without any lawful justification, his claims were ignored for placement against the higher post of director, animal husbandry department, Jammu. The counsels argued that the seniority of the petitioner and the established proposition of law were thrown to winds by the administrative department just to accommodate junior of the petitioner. After hearing them, , Justice Thakur directed the secretary of animal and sheep husbandry department to produce the records on the next date of hearing .
