Right to Information Act being used to blackmail officials in JKPCC | | | Mustansir SRINAGAR, May 10: Increased number of cases of blackmail of Government officers by Right to Information Act, 2009 are coming to the fore in Jammu and Kashmir and most of the times the blackmailers have patronage of the employees (retired or in service) of Government organization or department. In Jammu and Kashmir Project Construction Corporation (JKPCC), revelations have come to the fore that a couple of retired and in service officials of the organization are using RTI to blackmail their own colleagues particularly the seniors. According to the reliable sources, one Fayaz Ahmad Khan S/o Ghulam Mohammad Khan of Iqbal Colony, Zainakote Srinagar who retired as Deputy General Manager JKPCC in March 2012 and Altaf Husain Wani presently Supply Officer in Unit-III of the same organization are using RTI Act 2009 to blackmail their officers and if the officer fails to succumb to the blackmail or refuses to comply, the same information is asked by other people at the same time to act as a pressure tactic. This results in the clogging of the appeal systems, with some people filing more than seven or eight appeals for the same case. Sources said the Khan and Wani against whose doubtful credentials are being verified by the anti-graft agencies particularly the serious allegation about producing fake certificates for getting promotions, are using RTI to blackmail the senior officials of JKPCC. According to sources, the duo file RTI application asking for voluminous and after the application, the duo demands favours including money from the official to stop from going for first and second appeal. Officers have been complaining about blatant blackmail by certain RTI users. JKPCC according to sources is susceptible to blackmail. "I might almost say that this is socialization of corruption," a senior official wishing anonymity told Early Times. According to the sources, Fayaz Ahmad Khan-retired JKPCC official turned RTI activist- is accused of producing a fake Company Secretaryship Certificate to get promotion as Dy. General Manager and now he is using RTI against the officials of JKPCC to blackmail them. In order to deal with the nuisance of multiple RTI applications for the same information, RTI drafting committee member, an RTI activist suggested creating a pool of applications received and answers to them. This would put in public domain the people who are habitual RTI applicants, he said. "A simple website can be hosted for all the Government offices in the state. Once the applications are in the public domain, it would automatically act as a deterrent for people with ulterior motives to apply. However, this suggestion has found very few takers," he admitted. |
