| Put the age of 20 years , I started reading English news paper -- Hindustan Times and am just recollecting that Mr. B .G .Verghees was its Editor then. At that time a very meagre coverage was there to our State in the news papers. The position of coverage was altogether different as compared to the present coverage in the print media. These days due to press freedom , mushroom growth of local papers is there . It is a good signal for the furtherance of the Parliamentary Democracy in our Country. I remember that Mr. Kaushak Bakola was getting some coverage in the national dailies because of the reason he remained as MP from Ladhakh for a pretty long time . After him Sonam Wangyal remained in the picture of Politics of Ladhakh. At that time only Indian National Congress was maintaining the edge over other Political parties of the time. For some time during the rule of Shiekh Mohd. Abdullah, Sonam Narbu came into the Political scenario of Ladhakh. During all these years Ladhakh was not getting its due share like Jammu from the Kashmiri Rulers of the time. Having got the maltreatment from the Rulers, Ladakhis started thinking for demanding UT Status from the Centre. Time went on passing without any result. During the early eighties, another Political personality of Ladhakh got the popularity in Ladhakhi masses, he was Mr.P. Namgyal. He remained prominent in Political circles of the State and Centre as well. Due to the discriminatory treatment of the State Government with the subjects of Ladhakh, People started coming into the streets and started raising demand for UT status to Ladhakh. Prior to 1979 Ladhakh was one district . Two districts were created and named as Leh and Kargil. After a great struggle, in 1995, the Union Government approved the formation of the Ladhakh Autonomous Hill Development Council . The Ladhakhis in the Leh district got some administrative and financial powers to develop the old and rich culture . The Ladakhis are soft spoken ,gentle and very polite in dealings with others. They are simple and sober and don't make unnecessary arguments. During the recently held LOK SABHA ELECTIONS- 2014 in the J&K State, they felt convinced that the Present PM Modi would certainly agree for granting the UT Status to Ladhakh. Though a lip sympathy was there from the BJP for granting UT Status to Ladhakh region but it was not in its Manifesto. But in Indian National Congress's (INC) manifesto it was very much over there for inclusion of Ladhakh into the list of Union Territories of India. INC of the J&K State in April 2014 demanded the UT status for Ladhakh . INC's manifesto was released by the Congress at a rally when it was supporting its Lok Sabha candidate Tsering Samphel at Leh and in this rally Mr. Ringzin Zora was also present. The Congress had raised the pitch then over the UT Status to Ladhakh. Ladhakh is a lovely place to see. Its subjects are very close to the nature. Bounded by Karakoram and Himalayan mountains, Ladhakh is the largest province in the State of Jammu and Kashmir. The landscape of Ladhakh, a high altitude desert, is designed by craggy barren cliffts and plateaus. Ladhakh is a favourite among adventure sports, enthusiast offering unique adventures in trekking , mountaineering and white water rafting. While rafting options are available on Indus and Zanskar River , The Zanskar course is more difficult and exciting and a lot more... One can witness the best samples of the region performing Arts,Archery contents and the ladhakh polo cup. Ladhakhis are very gentle, god fearing and patriotic people of the state of Jammu and Kashmir.The subjects living therein are mostly Budhists. They worship lord Budha. They face many hardships in passing their lives in these winter days. Our Country is a federal Country comprising of 29 States and Seven beautiful Union Territories. The Seven Union Territories are namely as:- 1.NCT - Delhi 2.Chandigarh 3.Pondicherry 4.Daman and Diu- Daman 5.Andaman and Nicobar Islands- Port Blair 6.Dadar Nagar Havelli- Silvasaa 7.Lakshadweep-Kavaratti Union Territory is a type of Administrative Division in the Federal Republic of India. Unlike States, which have their own elected Governments, Union Territories are ruled directly by the Union of India. This is why these are named as Union Territories (UTs)by definition. Alternatively ,UTs also have the options of having a Legislature with elected members and a Chief Minister as in the case of Delhi and Pondicherry. ThePresident of india appoints an Administrator or Lt. Governor for each Union Territory. Union Territories have special rights and status due to their constitutional formation and development. The status of UT may be assigned to an Indian sub-jurisdiction for reason such as safe guarding the rights of indigenous cultures averting political turmoil related to mater of governance. The Union Government and the Union territories form a part of the Skeletal Structure of the Indian Republic. The UTs are under direct Administrative Rule of the Central Government with its Centre at Capital City of Delhi. The GOI and the UTs are notionally administered by the President of India who delegates the practical aspects of his/her administrative responsibilities to an Administrator specifically appointed for a specifically appointed for a specific UT. The Administrator of each Ut has a functional responsibility independent of his peer Administrators in other UTs. Union Territories are further subdivided into smaller administrative Blocks for effective governance. Village in the are form the 'Nucleus'of Administration. Each has a Administrative Gram Panchayat. A Gram Panchayat may have administrative control of no. of villages.The President is the Constitutional Head of the Executive of Indian republic. The UTs are under the direct administrative jurisdiction of the President of India with its HQr. At New Delhi. In Lok Sabha Elections 2014 by electing Thupstan Chhewang as their Member Parliament who contested this election on BJP TICKET. Ladhakhis have strengthened the hands of Bhai Narinder Modi in forming the NDA led Government at the Centre and also shown their patriotism towards the Nation. In lok Sabha Elections they have shown their wisdom thereby leaving aside the petty state issues. Their demand for granting UT status to Ladhakhis just genuine and pending since long . Now by strengthening the hands of Narender Bhai Modi, they want to see their dreams fulfilled by exerting due and just genuine pressure on the PrimeMinister of the County to accede to their genuine demand of Granting UT status to Ladhakh. Their demand for UT status to Ladhakh is based on the following reasonings:- A) They want that they should directly be governed by the Government of India, New Delhi owing to the reason that they want the regular and un- interrupted liberal funding from the Central Government for overall development of their region which faced/ still facing the discriminatory treatment at the hands of J&K Government. B) There should not be any interference from the J&K Government at all in their areas/region owing to the reason that in the past they have been ditched/dodged and discriminated extensively. I am expecting the UT Status for Ladhakh with in a year or so. If granted in the near future, Ladhakh UT would be the 8th one UT in the Country and rest seven have been described in the foregoing lines of this article. It would be the largest UT of all the 7 others UTs in the Country. It has an area of about 44000 Sq. Kilo Meters and its population is 117637, literacy rate-62.24%,Population Density-3 persons / Sq.KM, Altitude-2900M--5900M, 3 Tehsils , 9 CD Blocks, 112 Villages and 93 Nucleus Units i.e. Gram Panchayats. It's main Characteristic feature is that this will be the only UT in the Country whose boundaries/ borders are with the China and Pakistan as well.
