What about retired babus, powerless politicians?
Bureaucrats file Annual Property Returns

Srinagar, Jan 31: Governor NN Vohra asking the IAS and IPS officers to file their Annual Property Returns (APRs) created ripples among the bureaucratic circles in Jammu and Kashmir. He had set January 31 as the deadline to file the necessary details.
Soon after the Governor issued the instructions the babus were left with no other option but to fall in line. People appreciated the Governor's move and hailed it.
An analyst while talking to Early Times said the Governor took a bold step by seeking APRs and would go long way in eradicating corruption from the system. "There is no harm in making top bureaucracy accountable but similar steps need to be taken to make retired officers accountable," he added.
The analyst said that people who are in service can be made accountable at any point of time but the people who have attained superannuation get away easily. "Framing stringent laws to curb corruption are must and these should applicable to one and all," said the analyst.
He said that besides retired bureaucrats, politicians too should be asked to file their APRs. "Everyone knows that politicians have amassed huge wealth and everyone knows that their sources of income are limited," analyst added.
It's in place to mention here that to detect any discrepancies the General Administration Department (GAD) had directed every department shall constitute a committee to examine the property statements submitted by the officers/officials.
The GAD issued the order in the wake of Governor's recent directions on ensuring good governance by "curbing the menace of corruption in public service delivery."
A bureaucrat wishing not to be named while talking to Early Times said, "History stands testimony to the fact that till date no one of the political dispensations in Jammu and Kashmir have failed to frame tough anti-corruption laws. The accountability commissions set up by the past regimes failed to take any action against the politicians and ended up in a fiasco."
He said that corruption cannot be wiped out from the system till action is taken against the big fishes and they are made accountable. "Corruption cannot thrive without it being patronized," the bureaucrat claimed.
A politician while talking to Early Times said that making political leaders accountable is difficult. "Power vests at the top and it's difficult for subordinates to take action against the powerful."
He said that most politicians have amassed huge wealth within and outside the state and a few have managed to build castles in foreign countries.
Pertinently, a senior NC leader and a former minister in ousted Omar Abdullah regime was in news when it came to fore that he had purchased a property in Dubai. However, the case was pushed under carpet after Minister pleaded innocence.
An analyst said that Governor should move a step ahead and ask the state intelligence agencies to ascertain who has amassed how much of wealth during the past many years. "If it happens many skeletons will tumble," he added.
