Pak stand on WP refugees interference in internal matters | | | Expectedly Pakistan was to raise the Kashmir issue during the Kashmir solidarity Day on Thursday but unexpectedly Islamabad added new dimensions to its oft repeated stand on the old issues by blaming the BJP led NDA Government in India for altering the demographic character of Jammu and Kashmir.While doing so Pakistan has referred to the BJP's plan of granting citizenship rights to the West Pakistan refugees settled in Jammu.To be precise these West Pakistan refugees are not settled in the Kashmir valley.In fact Pakistan has echoed voices of separatists in Kashmir who have been criticizing the Government of India for planning to grant citizenship rights to the West Pakistan refugees.Not only the separatists but some mainstream political parties,especially the PDP and the National Conference,are not in favour of granting citizenship rights to non-state subjects.For them West Pakistan refugees are non-state subjects despite having been living in Jammu for the last over 50 to 68 years.And it was one sane voice within the PDP which supported some kind of middle path approach so that these refugees were not give a raw deal.And this voice was from a senior PDP leader,Muzaffar Hussain Baig who had suggested some middle path indicating that some sort of settlement and rehabilitation progress needed to be followed so that prolonged uncertainty ended.. Pakistan has accused India of trying to change the demographic mix of Kashmir by settling non-Kashmiris in the Valley.During the 'Kashmir Solidarity Day' being observed in Pakistan on , Foreign Secretary Aijaz Ahmed Chaudary levelled the charge during a briefing for ambassadors of OIC countries on the status of Kashmir issue and "the plight of the Kashmiri Muslims".He expressed deep concern over the policies of the present Hindu nationalist BJP Government aimed at changing the demographic makeup of Jammu and Kashmir by settling non-State subjects there and turning Muslim majority into a minority and dividing the population on ethnic, religious and communal lines. .Chaudary also said that "no elections in Kashmir could be a substitute to the plebiscite under the auspices of the UN.He said the Solidarity Day is commemorated to reiterate Pakistan's political, moral and diplomatic support to the Kashmiris in the "struggle for their right to self-determination. Thank God the Foreign secretary did not mention anything about the material support that Pakistan has made available to militants and to foreign mercenaries who have been helped in crossing into Jammu and Kashmir for giving a fillip to the ongoing Pakistan sponsored insurgency.and this anti-India insurgency was launched by Pakistani agencies in Punjab in the early 80's and after Punjab was liberated from the insurgents the Pakistani agencies shifted their operations in Jammu and Kashmir and to other Indian states with main thrust on terror strikes in Jammu and Kashmir. One would have expected a foreign secretary to be well aware of certain facts.He seems to have been influenced by the propaganda launched by the Kashmiri separatists against the plan on granting citizenship rights to the West Pakistan refugees settled in Jammu.Even if the Government of India implements its plan it will not alter the demographic character of Jammu and Kashmir which for all practical purposes is a muslim majority state.The state of Jammu and Kashmir is three major regions,the Kashmir valley,Jammu province and Ladakh . Out of these three regions two regions have muslim majority.In the Kashmir valley muslims constitute over 97 per cent population while Hindus comprise just 1.84 percent. In the region of Jammu, Hindus have 65 per cent population and muslims have 31 per cent population.In Ladakh province muslims constitute 47 per cent of the population and Budhist are 45 per cent. If just one lakh West Pakistan refugees are granted citizenship rights how can the state's demographic character can be changed ?The population ratio cannot be altered by granting citizenship right to these hapless West Pakistan refugees.This way Pakistan has been caught on the wrong foot.And by trying to accuse India of changing demographic character of Jammu and Kashmir Islamabad is simply interfering into the internal matters of India. These valley centric political leaders have remained mum when over the years several hundred muslim families from Xinjiang in China,Tibet and other areas were settled in the Kashmir valley.Most of them have been able to get citizenship rights.Pakistan has been lamenting over human rights violations in various parts of the world. Is it is not violation of human rights when these one lakh West Pakistan refugees' fate hangs in balance as they cannot vote for the Assembly election and cannot buy immovable property in Jammu and Kashmir and are not entitled to seek jobs in state Government offices, nor admission in professional colleges in Jammu and Kashmir. |
