Can China give peace a chance?
3/9/2015 10:16:29 PM
That Beijing has started pleading for friendly ties with New Delhi even if the settlement of the boundary dispute was an uphill task is reflected in the latest statement from the Chinese Foreign Minister, Wang Yi. He has stated that China was for closer Sino-Indian ties as a stepping stone to settle the boundary issue, unveiling Beijing's perspective of resolving the frontier row as an incremental time-consuming exercise.Well during the last over 56 years India has displayed a lot of patience even in the face of the Chinese invasion on India in 1962 as New Delhi expected Beijing to see reason and resolve the boundary dispute. The two could have settled the issue years ago because the boundary dispute between China and India is not as ticklish and tedious as it is between Pakistan and India. The Kashmir issue is ticklish because Pakistan wants the whole of Jammu and Kashmir. This should have not been the case had China shown flexibility during t alks with India. Beijing adopted tough postures and its claim on entire Arunachal Pradesh and some parts of Ladakh bordering the Chinese LAC which even a small country could have not accepted. Yes,India is prepared to redraw the MacMohan line with slight border adjustment but it is not prepared to give any concession to China as fas as Beijing's claim on Arunachal Pradesh is concerned.
One thing is clear that India has shown a lot of patience which allowed the two live as friendly neighbours with signs of mistrust against each other. Now the latest utterances from the Chinese Foreign Minister could act as a song to the ears of New Delhi as Wang Yi said that the two countries had so far managed to contain the dispute. As for the India-China boundary question is concerned, it is the legacy of history. "We have worked on it for many years and made some progress on the boundary negotiations. The dispute has been contained,". Wang has claimed He has admitted that, the resolution of the boundary issue was an uphill task, requiring both sides to take measured, incremental steps. "At the moment the boundary negotiations are in the process of building up small, positive steps," the Foreign Minister observed. "It is like climbing a mountain. The going is tough, that is only because we are on the way up",is his observation. With an early breakthrough not in sight,. Wang has advocated overall development of the China-India ties, as this would impart a positive momentum to the resolution of the border row. "This is one more reason why we should do more to strengthen China-India cooperation so that we can enable and facilitate the settlement of the diplomatic question."China seems to have accepted the fact that Sino-Indian partnership was a strategic necessity to unveil the "Asian century". And one thing that should delight New Delhi is Wang's announcement that a warm welcome awaits Prime Minister Narendra Modi from the Chinese government and people during his much anticipated visit to Beijing later this year. He said that the two countries needed to work together "for the revitalisation of two oriental civilizations and to bring prosperity to two emerging markets and enable co-existence of two large neighbours".
New Delhi has always been in favour of promoting cordial ties with all its neighbouring countries, particularly with China and Pakistan. What is interesting and intriguing is the way Beijing and Islamabad have joined hands to needle and tease India. And the two have used the boundary issue as convenient tool to pick holes with New Delhi. And in doing so both China and Pakistan have accentuated political and security instability in the entire South Asian region. Well if Beijing thinks that by providing military aid to Islamabad China could upgrade the security grid of Pakistan which could create added problem for India China may prove wrong because India too has many friends in the world and these friendly nations were ready to bolster India's war machinery. Besides this India has started making varied defence equipments within the country so that it has not to bank on imports.Even while trying to give moments of worry to India New Delhi is keen to promote bilateral trade with not only China but with Pakistan too as India believes that through increased trade and people to people contact the level of mistrust between the two opposing sides could get reduced. Let China give a test to increased friendly ties with India because that could help the t wo to emerge as the real super powers. China needs to understand that in case it perpetuates the boundary dispute both New Delhi and Beijing would to have increase annual allocations on the defence sector with the result that allocations for the sectors of health, education, social welfare, agriculture, industry and energy could get decreased forcing India and China to bank on imports of not only consumer items but defence equipments and gadgets.Let Beijing and Islamabad give peace a chance.
