Politically connected Mukhtar-ul-Aziz managed to subvert his removal order from Govt service | Revenue Secretariat forced to drop words, sentence of removal from file | | Jehangir Rashid Early Times Report SRINAGAR, Mar 9: Patronage and shielding of tainted officers by the political personalities especially those at the helm of affairs has led to doom like situation for the state as corrupt officers continue to enjoy plum postings and people suffering like anything. One such example is that of incumbent Director Information, Mukhtar-ul-Aziz. Mukhtar would have been removed from the government service had the previous state government led by Omar Abdullah heeded to the pleas from one of the government departments in this regard. "During his stint in the Revenue department the present Director Information resorted to loot and plunder. This got noticed by the Revenue Secretariat and they immediately wrote on the file proposing that Mukhtar should be removed from the government service so that the same acts as a deterrent for the future," said sources while sharing views with Early Times. Sources said that Mukhtar came to know about the development and he used the political pressure so that he is not removed from the government service. They said the Revenue department had to omit the words and also the sentence seeking for the removal of present Director Information from government service. "Mukhtar discharged his duties as Tehsildar in different districts like Srinagar and Anantnag from time to time. He also served as Assistant Commissioner Revenue (ACR) Baramulla and there were scandals and scams wherever he was posted in the state. But still then there was no action since he had tremendous connections with National Conference leaders," said sources. Sources said that it is all due to the patronage of National Conference that the present Director Information has got plum postings during his career even though he is not 'competent' for the positions held by him so far. This has marred the chances of officers who are competent and deserved a better treatment from the people at helm. It would be in place to mention here that Vigilance Organization Kashmir (VOK) registered a criminal case against Mukhtar in 2011 when he was Additional Deputy Commissioner, Srinagar. The VOK registered First Information Report (FIR) against Mukhtar and T K Sadhu, then Executive Engineer, Construction Division after it surfaced that both of them embezzled one crores in land acquisition. Mukhtar and Sadhu produced names of fake beneficiaries at a time when the road widening was going on in the Khanyar area in the summer capital. The VOK found out under a criminal conspiracy both Mukhtar and Sadhu had facilitated wrongful payments of undue compensation to the tune of 1,00,00,000 (rupees one crore) in favour of nine beneficiaries while making payment for non-existing shops in the Khanyar area during land acquisition process when he was Additional Deputy Commissioner, Srinagar. The VOK registered the case and subsequently the FIR in 2011 but since then there has been no progress in the case. The General Administration Department (GAD) has so far taken no action against the present Director Information. The GAD has limited its action to an enquiry report which reads that a case of FIR No: 25/2011 u/s 5(2) P.C Act Svt. 2006 and sections 120-B, 420, 467 RPC was registered in P/S VOK on the outcome of the enquiry carried out against Mukhtar and Sadhu. If the GAD was convinced that then ADC Srinagar had carried out a criminal offence they should have recommended for disciplinary action against Mukhtar and Sadhu. However, nothing of that sort happened and in fact Mukhtar was given plum postings in the subsequent years by National Conference-Congress coalition government. His appointment as Director Information in October last year created a flutter and many people criticized the then government for this move. A week after his appointment as Director Information the then government ordered that Soujanya Kumar Sharma would be new Director Information. Mukhtar went to the court and got a relief when the court ordered the government to restore the order under which he was posted as Director Information. |
