Preparation of Adhaar cards gets kick started in Srinagar | | | Jehangir Rashid SRINAGAR, Mar 9: The process of Biometrics of residents of Srinagar district based on National Population Registration (NPR) data linked with Adhaar cards was kick started at Kashmir University's Gandhi Bhawan today. The function was jointly inaugurated by Joint Director Census, C S Sapru and Joint Commissioner Srinagar Municipal Corporation (SMC) Bashir Ahmad Khan. The objective of NPR is to create a comprehensive identity data base in the country with full identification and other details by registering each person in the country. Vice Chancellor Kashmir University, Professor Khursheed Ahmed Andrabi became the first person to be enrolled in the Srinagar district. The enrolment agency that has been mandated by Government to collect data of the residents is M/S Chinar Constructions.Joint Director Census, C S Sapru while highlighting the significance of Biometric mechanism/ Adhaar cards said that NPR will help in better targeting of the benefits and services under various government schemes, programs and improve planning and security of the country. "Biometric enrolment has already been completed in 21 districts of Jammu and Kashmir with 80 percent enrolments achieved. Srinagar district shall have to be completed in a mission mode with deployment of additional resources like machines and operators. The resident identity smart card proposed under the scheme is meant for usual residents of the country who are of age 18 years and above," said Sapru. Joint Commissioner SMC, Bashir Ahmad while speaking on the occasion said that these smart cards have a unique identity that it is based on biometric data. He said the smart cards shall have to be applied in various fields be it admission in colleges, schools, registration of land, property shares, health services and employment. "SMC is fully equipped with census related information and shall provide full cooperation in accomplishing this task further. The Biometric teams that have been created for biometric collection based on NPR data in Srinagar city shall set up camps at Mohalla/ward level shortly," said Khan. He said that besides this permanent Biometric centres have already been identified in four zones of Srinagar city which shall commence their functioning from March 12. On the occasion Dean Academics Professor Abdul Majid Wani threw light on the subject and said that it is a mission mode and the most important aspect of these smart cards would be that there will be no scope for duplicity as it is based on biometric data where in the photographs, ten finger prints, IRIS if all usual residents of age five years and above shall be taken under NPR. Shankar Duy General Manager Electronic Corporation of India Ltd (ECIL), S K Singh Deputy General Manager ECIL, Secretary SMC Hilal Ahmad Dewani and other senior officers of SMC participated in the event. The NPR data would be sent to unique identification authority of India (UDAI) for de-duplication and issue of unique ID numbers. |
