Sarpanch, Panch 'extort commission' from a poor lady in Pulwama district

SRINAGAR, Mar 9: Lamenting at the role of Sarpanchs and Panchs, employees of the different departments say that these representatives of the people make an undue interference in their work. The employees have referred to Sarpanchs and Panchs as a barrier in discharge of their duties. The employees while sharing their views said that Sarpanchs and Panchs meddle in the affairs of the departments and as a result of this, employees have become handicapped in discharging their duties. Be it the allocations of the work or the construction of house under the Indira Awas Yojna (IAY), these representatives want everything to get done their own way. The highhandedness of Sarpanch Mohammad Ashraf Kohli and Panchayat Secretary in Rajpora area in South Kashmir's Pulwama district recently is a living example into this fact where these representatives deprived a poor woman from constructing a house under the IAY.Sources said that one Mansha wife of Abdul Rehman Tendwa of Sanarwani, Pulwama had applied in the Rural Development Department for assistance to construct a house under the IAY, a centrally sponsored scheme for the poor people. Sources said that after proper verification the department found that Mansha falls in the BPL category and enlisted her to get the assistance of Rs. 75,000. Block Development Officer, Rajpora handed over a cheque of Rs. 30,000 to Mansha. When the Sarpanch and the Panchayat secretary came to know that the woman has been issued the cheque, they exerted pressure tactics on the woman saying that she could have never found her name in the beneficiary list had they not helped her, said the sources."The Sarpanch and the Panchayat secretary kept an eye on the woman and when she got the cash from the bank, these two persons snatched Rs. 20,000 as a means of the commission from the woman," said sources.
The sources said that Director Rural Development Department, Bashir Ahmad Khan has assured strict action against the culprits and has reportedly said that if found guilty, Sarpanch and the Panch will be put behind the bars. At the same time complaints are pouring in from different parts of the valley wherein it has been alleged that Sarpanchs and Panchs interfere in the daily functioning of the government departments. "These representatives of the people even interfere in the matters with which they have no concern.
Their interference causes inconvenience to the employees and they fail to render their services effectively," said a group of employees from Budgam. These employees said that these representatives are meant for pleading the cases of the people, but their compelling tactics are playing a spoilsport. These Sarpanchs and Panchs every time want to keep the employees under pressure.
