Universities, Colleges fail to establish Day Care Centrers | UGC funds remain un-utilized | | Early Times Report
Srinagar Apr 12: Majority of the Universities and Colleges have failed to establish Day Care Centers (Creches) for which one time grant was made available by the University Grants Commission (UCG) few years back. Due to non availability of these crèches the staff members of universities and colleges including the married scholars / students are made to suffer. Details available with Early Times reveal that during 11th five year plan (2006-2010) University Grants Commission (UGC) laid special emphasis on creating Day Care Centres (Crèches) in University and College campuses for the benefit of teaching , non teaching as well as students / scholars. UGC provided an amount of Rs 5 lakhs (one time grant) to establish these centers. Except at Government College of Education Srinagar , no day care centre is found at any UGC funded Institute (University / Affiliated colleges) in state especially Kashmir valley. The scholars, college / university teachers who have small children face lots of difficulties in absence of these centers such centers. Pertinent to mention that many married staff members and scholars who are having small children face lots of difficulties as many of them live in nuclear families and there is nobody to take care of their children. The aim of day care centers or crèches was to carter the demands of staff members, scholars or even married students at Universities or Colleges. Objectives of day care centers : To help the working parents in pursuing their job and / or academic career, the UGC provides Day Care facilities on payment basis at universities / affiliated colleges for children of teachers / University's employees up to six years of age. It includes male employees/scholars/students also whose wives are working elsewhere. As per the UGC norms the Day Care Centre has to be given adequate indoor space of approximately 800 to 1200 square feet for 25 to 30 children. If the number of children increases, there should be corresponding increase in space and staff, as also equipment. There should be separate space for activities, rest and meals and also preferably a separate room for infants. The University should have proper facilities, resources and personnel to implement the scheme. The Day Care Centre must have a child-friendly environment of large colourful displays and activity centres with play materials that a child can take and play on his/her own, besides the guided activity. It should be located in a safe place away from hazards such as traffic, staircases and lifts, and should not be too close to general toilets A onetime lump-sum grant of Rs.5.00 lakhs is be provided by the UGC to Day Care Centre of the University which comes under section 12(B) of the UGC Act. Thereafter, the UGC shall not support the scheme. The grant should be utilized for acquiring essential facilities. The day to day and operational expenses may be met from the payment to be collected from parents. The Day Care Centre is not required to be run for profit to any individual or organization during the plan. While talking to Early Times Dr Samina (name changed) who teaches at Government College for Women Srinagar said that their college is not having the day care facility. " I have very small children and I along with my husband who is a doctor have shifted to Srinagar from Kupwara few years back , we have to hire a maid to take of our children and under the present prevailing condition we feel that of children are unsafe at our home with the maid while we are out for work , I would request Hon'ble Education Minister Naeem Akhter to come to my rescue and direct all the colleges to establish day care centres ," Dr Samina added. |
