PSC fails in filling up posts of Superintendents in Technical Education deptt | Recruitment body continues to face criticism for slack performance | | Jehangir Rashid
Early Times Report SRINAGAR, Apr 12: Already facing criticism for slack performance in filling up gazetted posts in the state, the Jammu & Kashmir Public Service Commission (J&K PSC) has failed to fill six posts of Superintendents in the Department of Technical Education despite advertising the posts around 10 months back. The J&K PSC issued notifications for six posts of Superintendents vide item No. 15-PSC (DR-p) of 2014 dated 20-06-2014. Although, around 10 months have passed since the issuance of the advertisement notice, till date no selection has been made. This has resulted into a situation where various government Industrial Training Institutes (ITIs) in the state do not have permanent Superintendents. After being shelved by J&K PSC, adhocism has ruled the roost in ITI administration. Ten posts of Superintendents are vacant in the ITIs of both Jammu & Kashmir divisions. Sources told Early Times that the posts of ITI superintendents in Srinagar as well as Jammu have time and again been filled on temporary basis and that too in violation of cadre management rules. The J&K PSC has not been able to fill the departmental promotion quota posts of Deputy Directors, Assistant Directors, Principals and Superintendents in ITI sector of the department since 2000. "More than 10 officials are working against the direct quota posts of Superintendents who are not otherwise eligible for such posts. These officials include Muzaffar Ahmad Shah (Technical Assistant) Javed Ahmad Shah (Supervisor) Bashir Ahmad Beigh (Group Instructor) Abdul Rashid Bajard (Group Instructor) and Mushtaq Ahmad Malik (Technical Assistant). These officials neither possess requisite qualification for the post nor come under the feeding cadre to the post of superintendent," said sources. Sources said that these officials have been placed on these posts vide order No 39-edu-tech of 2012 dated 15-2-2012 in violation to cadre management rules by Secretary Technical Education in league with minister concerned. These officials have allegedly greased the palms of the higher ups and managed to get positioned on the posts even if they were not eligible for the same. "The amount and degree of damage to institutions due to adhocism is worth an alarm. This setup breeds incompetence and lack of seriousness. This exercise has badly affected the work culture and badly damaged the training programme in the institutions. Most of the group instructors, supervisors and technical Assistants holding the posts of superintendents are meant for other purposes," said sources. Sources said these officials are qualified and employed as specialists in other subjects or something else but are not able for the work of the position they have been employed for as for as their designation and qualification is concerned. They said the department runs short of teaching and technical staff and such a shortage hampers effective delivery of training in many institutions. "Supervisor is the feeding cadre to the post of Superintendent and that of superintendent to the post of Assistant Director and that of Assistant Director to Deputy Director and Deputy Director to Joint Director. However, in absence of non-regularization of Deputy Directors, Assistant Directors, Principals and Superintendents by J&K PSC since 2002, the appointment of Supervisors and instructors has also faced many hurdles," said sources. Sources said that eight posts of eight Deputy Directors, 16 posts of Assistant Directors/Principals, 29 posts of Superintendents, 68 posts of supervisors and more than 50 posts of instructors are working or worked on stop gap arrangement against promotion quota posts and a large number against direct quota posts of vocational instructors . "In addition to this 90 percent officers/officials who worked as Deputy Directors, Assistant Directors, Superintendents, Supervisors and Instructors superannuated from their services without getting their regularization on substantive posts which has raised a huge question mark over the functioning of the J & K PSC," said sources. |
