Mufti Sayeed's plea for reconciliation with Pakistan has no buyers across LOC | | | Early Times Report
Jammu, Apr 12: Chief Minister,Mufti Mohd.Sayeed's plea for reconciliation with Pakistan being a pre-requisite for peace in Jammu and Kashmir has no buyers in Pakistan.This is evident from the way the 2008 Mumbai mayhem mastermind Zaki-ur-Rehman Lakhvi was set free after having spent six years in prison. Since Islamabad is well aware of the response from New Delhi to Lakhvi's release Pakistan could have detained Lakhvi under several other charges if he had been set free under a court order.It was not done and New Delhi lodged a severe protest against setting free a terrorist of the stature of Lakhvi when India had furnished all details of charges and evidences against Lakhvi who had guided 10 militants in striking against several establishments and crowded places in Mumbai. When Chief Minister,Mufti Mohd.Sayeed, has said that reconciliation with Pakistan is a pre-requisite for peace in Jammu and Kashmir he is not wrong because whenever peace was derailed in Jammu and Kashmir it was the result of machinations by the Pakistani agencies.And since 1988-1990 peace in Jammu and Kashmir stands derailed on account of the Pakistan sponsored proxy war against India.Despite repeated provocations from Pakistan Government and its agencies,including the Army and the ISI,New Delhi has not hesitated in promoting coardial ties with Islamabad through the process of dialogue.Even in the light of the 2008 Mumbai mayhem,carried out by terrorists who had sailed from Pakistan,in which over 166 people were killed India simply suspended the process of talks.But it later agreed to reopen the channels of dialogue. The process of dialogue could not remain a result oriented exercise because of the inflexible attitude of Islamabad during talks.And if the Mufti has pleaded for promoting cordial ties with Pakistan it is a good idea which New Delhi alone cannot initiate.Whatever moves India initiates have to be responded positively by Pakistan Stating that "politics is an art of possibilities and managing contradictions", Chief Minister Mufti Muhammad Sayeed has said reconciliation with Pakistan is "a pre-requisite for peace in Jammu and Kashmir." Speaking in the State Legislative Assembly , Mufti Sayeed has said "if development and good governance have to take place, peace is a pre-requisite. He said in 2005, the steps like Srinagar-Muzaffarabad and Poonch-Rawalakote bus services remained confined to the divided families only. "I want to move beyond this. I want to see Suchetgarh as window of tourism like Wagah border," the Chief Minister said. He, however, said as far external dimension of J&K was concerned, the state government can't dictate Government of India's foreign policy. And the Mufti has sounded the right tone because no state Government can either influence or dictate terms for foreign policy to the Government of India despite the federal structure that India has been having since independence. Well Mufti Sayeed needs to know and realise that as far as promoting cordial ties with Pakistan India has always placed the ball in the court of Islamabad.Well the successive Governments in Pakistan have remained subservient to the Army and the ISI with the result Islamabad has not been able to move a step as far as building bridges with New Delhi.History is replete with events indicating that whenever Islamabad moved a step or two for promoting cordial ties with New Delhi the Army and the ISI in Pakistan sabotaged this move by either helping militants in crossing over to Jammu and Kashmir or by resorting to unprovoked ceasefire violations on the LOC and on the IB.It is what has been happening during the last over nine months..Inspite of these provocations and pricks New Delhi has not hesitated in reopening the channels of dialogue with Islamabad.And again the channels of dialogue stand choked because of the stiff necked attitude being adopted by Pakistan.That India in general and Prime Minister,Narendra Modi in particular have conveyed to Pakistan that talks and terror cannot coexist is no longer secret.But there has been no progress on this front.Instead Pakistan High Commissioner Abdul Basit,has shown the art of needling New Delhi by having interaction with Kashmiri separatists thereby trying to lend a sense of relevance and legitimacy to these separatists.If the Mufti talks of reconciliation with Pakistan India is prepared to build bridges with Pakistan provided Islamabad stops using Pakistan territory for exporting terror to India.Let Mufti Sayeed recall the quantum of death and destruction Pakistan trained militants inflicted on people of Jammu and Kashmir and while making a plea for resumption of dialogue to India the Chief Minister should urge Islamabad to remain flexible and promote friendly ties with India. |
