Against precedence, Edu Minister moves motion to elect LC chairman, deputy Law Minister absent from House 4/13/2015 12:28:43 AM Early Times Report Jammu, Apr 12: Against the set precedence, the motion to elect the chairman and deputy chairman of the Legislative Council was moved today by the Education Minister and leader of the council Naeem Akhtar Andrabi. Normally the Minister for Law and Parliamentary Affairs moves the motion for the elections of the Speaker and deputy Speaker of the Legislative Assembly and the chairman and deputy chairman of the Legislative Council. However, to the surprise of many present in the House the motion was moved by the Education Minister after which Inayat Ali of PDP was elected unopposed as chairman and Jahangir Mir of Congress his deputy. The Law and Parliamentary Affairs Minister Basharat Ahmad Bukhari was not present in the House. Sources said Bukhari, however, was in Jammu at his official residence throughout the day. People present in the House were seen whispering as to why Bukhari was absent from the House on an important day. The LC Secretariat had issued the business notification on Saturday evening stating that Naeem Andrabi will move the motion for the elections. As per the notification issued by the Secretary, LC, all the members of the Upper House were asked to attend the meeting of the LC on Sunday. It may be mentioned that Bukhari had Thursday last moved the motion for election of senior National Conference leader and MLA Gurez, Nazir Ahmad Khan as the Deputy Speaker which was seconded by Minister for Social Welfare and Forests, Bali Bhagat. Meanwhile, having been elected as Chairman of the Legislative Council under the provisions of Section 61 of the Constitution of Jammu and Kashmir, Inayat Ali assumed the duties from Sunday. The LC shall, as soon as may be, choose two members of the Council to be respectively Chairman and Deputy Chairman thereof and, so often as the office of Chairman or Deputy Chairman becomes vacant, the Council shall choose another member to be Chairman or Deputy Chairman, as the case may be.   Share This News with Your Friends on Social Network     Comment on this Story
