Mystery shrouds recruitment, utilization of funds | SKIMS denies information under RTI | | Javaid Naikoo

SRINAGAR, Apr 12: Denial of information under RTI by the Premier Health institute, SKIMS in connection with utilization of funds and number of people recruited in the institute over the years despite having a separate Public Relations section has brought the credibility of the institution under scanner. Noted Social Activist, Umar Javaid who sought pertinent information from authorities at SKIMS through an RTI query has been denied the same on frivolous excuses. RTI activist sought to know number of people recruited in SKIMS since March 2011till date; Revenue generated and Modes of utilization of funds in the same period; Details of employees who retired; Number of times concerned Ministers, commissioners and Secretaries visited SKIMS; Details of Money spent for conducting Seminars; and reasons why SKIMS has only single MRI Machine despite huge rush of patients. However, instead of replying to a single Question, RTI application was returned with excuses, which were aimed at concealing the required information. "They have a separate PRO Section, which has been mandated to provide information on behalf of the institution, yet I have been denied the same. I shall file appeals against the authorities till such time I get my replies under the RTI Act" added social activist, Umar Javaid, promising to take the matter to logical conclusion. Reportedly, SKIMS authorities returned the RTI application to Umar regretting that "with reference to your RTI application received by this office on 25/03/, it has been observed that the information asked for is voluminous, unspecific and randomly asked from the year 2009 till date. The fact also remains that information asked pertains to various departments and is likely to affect the normal patient care services." The PRO SKIMS in its reply mentioned that "supreme court in its judgment dated 09/08/2011 in the case of CBSE & V/S Aditya Bandopadhyay & others, among other things made observations as "Indiscriminate and impartial demands or Directions under RTI act for disclosure of all and sundry information would be counterproductive as it will adversely affect the efficiency of the administration and result in the executive getting bogged down with the productive work of collecting and furnishing information" and ended the reply note with regret that "as such in the larger interest of the Hospital particularly patient care services the request for information is regretted." |
