BJP to cooperate with PDP on promoting stability & peace in J&K | | | That the central Government is keen to as sist Mufti Mohd.Sayeed led Government in Jammu and Kashmir in promoting peace and regional amity is indicated by the way the BJP led NDA Government has decided not to interfare in the state's law and order issue and instead allow the st ate Government an opportunity to deal with the day to day situation without compromising with the state's or the country's unity and sovereignty.In fact right from the day Mufti Mohd.Sayeed was installed as Chief Minister a number of events took place which made it tough for the ruling coalition of BJP and PDP to consolidate its energy for carrying out various welfare measures.And the most significant event was in the shape of undue advantage the separatists took of the policy of reconciliation that the Mufti wanted to follow. The Chief Minister wanted to give space to the separ atists so that they too could carry out their activities within the ambit of the constitution and democratic norms.And in this context the Chief Minister directed the police to implement the court order on releasing Masarat Alam who had spent about four years in jail on charge of having incited people to violence during the summer months of 2010 in which 120 people were killed in clashes with the security forces.Yes,the Mufti simply implemented the court order but an impression had gone round which motivated people and political opponents of the Chief Minister to believe that Mufti Mohd.Sayeed was trying to follow a lenient policy towards the separatists.This impression surfaced when Masarat Alam organised a grand reception rally in honour of Syed Ali Shah Geelani who had reached Srinagar after a gap of three months from Delhi and during this reception rally Alam and his supporters waved Pakistani flags and shouted pro-Pakistan slogans. This incident brought the alliance between the PDP and the BJP under strain.And Mufti Sayeed was left with no alternative but to re-arrest Masarat Alam under the Public Safety Act.However, Mufti's political opponents were proved wrong because they had predicted immediate fall of the Government over a serious tiff on the fate of Article 370,AFSPA and grant of citizenship rights to the refugees from West Pakistan.Fortunately both the BJP and the PDP displayed a spirit of accommodation and adjust ment with the r esult their ideological differ ences on various issues did not affect the alliance.Neither the BJP was prepared to snap ties with the PDP nor the PDP was willing to let the Government fall because both the PDP and the BJP had,by now,realized that the two were on a weak wicket which had warranted the two to sustain the experiment so that the ruling coalition was able to implement its commitment on giving a new push to the level of development schemes in the state.If for the time being the BJP and the PDP have placed various ticklish issues,including that of Article 370,AFSPA and grant of citizenship rights to the refugees from West Pakistan,under the carpet,the issue related to sanctioning of AIIMS only for the Kashmir valley has given rise to fresh conflict with the BJP leadership in the state realising that if it failed to get one AIIMS sanctioned for Jammu,without snatching the one sanctioned for Kashmir,its vote bank in the region of Jammu stands fully eroded. The Chief Minister is said to have adopted a passive approach towards the AIIMS issue because he does not want to lose the PDP's vote bank in Kashmir even if he supports the BJP's demand for setting up another AIIMS in Jammu.He has,therefore,left it to the BJP leaders to mount pressure on the central Government to get additional AIIMS for Jammu on the pattern the previous Congress Government had sanctioned another central University for Jammu when the Jammuites felt enraged over the UPA Government's decision to sanction central university for Kashmir region only.And it was the weakness of the leaders of the state unit of the BJP that the Government of India made no comment on the issue despite the fact that Dr Jitendra Singh,Minister of st ate in the PMO,had stated that the AIIMS was initially meant for Jammu.And the Deputy Chief Minister,Dr Nirmal Singh, wanted to play a major role for securing one AIIMS for Jammu which is evidenced by the way he rushed to New Delhi where he had a session with Prime Minister Narendra Modi.He is said to have requested Modi to sanction one AIIMS for Jammu failing which the BJP would lose peoples' support in the region.In the interest of the alliance between the BJP and the PDP nd in the interest of political stability the centre needs to sanction on AIIMS for Jammu without changing its plan on setting up one AIIMS in Kashmir. |
