H&ME dept displays carelessness in doc’s transfer | | | Early Times Report Jammu, Apr 29: It has been found that officials of the Health and Medical Education department have displayed utter carelessness while preparing recent transfer list of doctors. For example, consultant anesthesia Dr. Sudhakar Sharma was transferred (according to the government order no. 93-HME of 2015, dated 30/3/2015) from Kote Bhalwal Jail Jammu to District Hospital Rajouri. The truth, however, is that Dr Sharma was not posted in the Kote Bhalwal Jail and was actually working in Gandhi Nagar hospital Jammu. Also, the Health and Medical Education department had claimed to have transferred those doctors who have been overstaying in Jammu. But Dr. Sharma’s transfer was premature as he had been transferred to Gandhi Nagar hospital only a year ago. He had been transferred from AH Vijaypur to the Gandhi Nagar hospital by virtue of government order no. 300-HME of 2014, dated 13/06/2014. “From the transfer list it is explicitly clear that officials who had prepared it were either in deep slumber or it reflects their lackadaisical approach,” said a senior doctor. According to the transfer policy, and also according to government order number 210-HME of 2012, dated, 13/3/2012, the normal tenure of posting is minimum two years and maximum three years. But in case of Dr Sharma, his transfer was ordered only after nine months. Surprisingly, Dr Sharma had to knock the door of court to get the horrible mistake committed by the Health department rectified. The court granted stay on the transfer order. The court in the stay order observed: “The petitioner has filed the representation before Commissioner Health and Medical Education. Authorities concerned shall accord consideration to the representation of the petitioner and to take final decision thereon within a period of ten days. Till then the order of transfer vis-a-vis said petitioner shall not be carried into effect if not already carried into effect. Right is reserved to the petitioner to re-agitate if thereafter cause survives.”
