Shopping complex, community hall, computer centre non-functional | Declared model village in 2004, Budgam’s Branwar still backward | | Early Times Report Budgam, Apr 30: In 2004, Branwar a remote village in Budgam district, was taken up for development and declared as a model village under the ambitious Prime Minister’s Reconstruction Programme (PMRP) by the Rural Development department (RDD). Apart from main entry gate the authorities constructed community hall, shopping complex and a computer centre in the area, but even after 10 years of its construction none of these created assets are operational. While Branwar was declared as a model village the local residents participated in large numbers in the ceremony commemorated to announce the transformation of Branwar into a model village. But since then not a single official of the RDD could even seek details from the local Sarpanch or Panchayat secretary as to how the assets created under the so-called model village were working. Under the PMRP, one village in each rural block has been taken up for development as a model village. More than 65 villages in Kashmir valley were identified for being developed as model villages. But majority of the so-called model villages continue to be underdeveloped and the money which was spent to create infrastructure in these villages remains unutilized or has not been created at all. “More than Rs 1 crore has been spent for the development of each model village, but if some independent agency conducts an inquiry as to how the funds were spent on these model villages, it will be a multi-crore scam,” said Nazir Ahmad, a resident of Branwar. “I can at least say with authority that not even Rs 30 lakh have been spent in my village. Some shops and few lavaratories were constructed by the RDD and till date they remain unutilized for unknown reasons,” Nazir said. “We were told that youth of Branwar would have internet facility in the village. The computers were purchased some years ago, but we do not know where these computers are. Leave aside the internet facility, the place where the computer lab was to be established remains locked all the time,” said Fayaz Ahmad, an undergraduate student from Branwar. No senior official from the RDD was available for comment despite repeated attempts by the Early Times.
