Govt fails to find a Chairman as People face apathy, insult | Complete administrative paralysis in JKBOSE | | Abodh Sharma

Jammu, May 22: Attribute it to total lack of foresight and insensitivity on part of the headless J&K Board of School Education (JKBOSE), the visitors coming in for various works are subjected to insult, harassment and torture. With results of Xth and XIIth classes declared recently, long queues of such visitors which include students and parents outside the window where fee for various jobs such as re evaluation, issue of mark list, certificates and other records are collected. The place is devoid of any shed or even basic facility of drinking water and public convenience which is mandatory for any government office. "This is criminal insensitivity on part of the JKBOSE authorities who do not even have the foresight to make basic priovisions for hundreds of people turning up in their office everyday in scorching heat," said Rampal Sharma, a Parent who had turned up to fill up a reevaluation form for her daughter. Those facing pressing in convenience questioned the e-governance boggy of the "Why can't they devise a system wherein application forms can be downloaded from the internet and payments can be made online," questioned another parent. "These days, all such all applications are downloaded and payments too are made online to save inconvenience not only to people but to the staff as well, but they are continuing with primitive system" he added. "It is a strange that the data in JKBOSE is not digitized and even if one succeeds in filling up the application for and the fee, still he has to waits for weeks and months to get the desired document as the entire record in the BOSE is still not digitized and applicants has to run after the babus to get the document. Sources opine that the successive JKBOSE administrations continued to sleep over the complete system paralysis and allowed it to become a den of corruption. "Facing gross inconvenience, when the candidates and their parents have to visit BOSE office again and again, they look for touts who can get their job done in exchange for some money" said Sudhir Mahajan, a visitor, who came seeking a duplicate mark list of his son. An insider divulged on condition of anonymity that Prof. Deshbandhu, former Chairman of the BOSE tried to streamline the messy system by putting everything on net and digitizing the record, but he was targeted by the mafia within the BOSE and the then Minister for School Education and was eventually given an unceremonious ouster. After Nutan Gupta was sacked, Govt. has failed to find an incumbent. When contacted, Priya Sethi, Minister of State for Education admitted that the administration of the JKBOSE was in jeopardy. "The appointment of the Chairman had been fraught with litigations and that has affected the administration of the BOSE. Our priority is to appoint a Chairman on priority and then he can be made accountable for the administrative overhaul and digitization of records" she said.
