Ministers indulging in loot, plunder of State resources in defiance of Supreme Court orders: Harsh | 'Personal glory at public expense' | | Early Times Report Jammu, May 31: Flaying the state ministers for installing huge cut-outs and larger than life hoardings at various locations in Jammu city and elsewhere at public expense, Harsh Dev Singh today has called upon the Governor and Chief Secretary to take due cognizance of the blatant irregularty being committed with impunity despite directions of Supreme courts on the subject. Pointing towards the recent order of the Supreme Court banning advertisements containing photos of Chief Minister, Union Ministers, State Ministers and functionaries of ruling political parties, Singh said that it was a welcome decision, which could go a long way in curbing the menace of using public funds for private glory. He however, wondered that the Ministers in state were still getting their hoardings erected at main locations in various cities in state over besides giving photo advertisements in media at state expense. He said that this constituted not only loot and plunder of the public exchequer but was violative of Supreme Court orders necessitating penal action against all such Ministers. Expressing grave concern over the reckless spending of public money for self promotions by Ministers, Singh regretted that the delinquents were unfazed by Supreme Court orders or the financial crises faced by the State. He said that the metaphor of financial constraints was used only in the event of clearance of back wages of daily rated, casual workers, RETs and other sections of society or for clearance of past liabilities in respect of work executed. He said that not only were the austerity measures thrown to winds by Ministers but the public money was unabashedly being abused without feeling any sense of guilt. He said that the installation of Ministers' hoardings at government expense was not only contravention of SC orders but also violated section 115 and section 116 of Municipal Corporation Act. Not only that the Ministers were brazenly violating the Govt. order on austerity measures which restrained them from carrying huge cavalcade of vehicles with them while on tour. He said that State Finance Department categorically issued instructions with copies to all Ministers indicating in unambiguous terms that Ministers, while on tour, could carry only the concern d head of the Department or the much needed personal staff without disturbing the district level officers. |
