Automation of Courts: DB directs CS to file response or appear in person | | | Early Times Report
Jammu, June 4: In a Public Interest Litigation (PIL) filed by practicing Advocates seeking direction for incorporating computerization of courts, a Division Bench (DB) of State High Court comprising Justice Muzaffar Hussain Attar and Justice Janak Raj Kotwal while granting four weeks time on the request of Deputy AG for filing response and also directed Chief Secretary to appear in person in the Court on next date of hearing in case if needful is not done. After hearing Adv Aparajita Jamwal appearing for the PIL whereas Adv Amrish Kapoor appearing for the state High Court whereas Deputy AG PS Chandel appearing for the State, the Division Bench observed Court order dated May 5, 2015 has not been complied with by the Chief Secretary in as much as no response has been filed by the or any stand taken on the proposal of Registrar General and NIC regarding computerization and e-filing. The Division Bench granted four weeks time on the request o Deputy AG for filing response and taking stand on the proposal of Registrar General and NIC. Division Bench further said that in case, needful is not done, Chief Secretary to appear in person in the Court on next date of hearing. In the PIL it has been submitted that there needs to be a system of e-filing so that lawyers would file urgent petitions such as Protection matters, bail matters online and Lawyers as well as parties can print hard copies of all pleadings and documents filed electronically for their use in the court or elsewhere. Each case will be separately labeled and encrypted for this purpose to facilitate easy identification and retrieval. Back-up copies of all electronically filed pleadings and documents will be preserved in the manner decided by the Court on its administrative side. --(JNF) |
