IAS officers declare assets, throw up surprises
Rich babus of poor J&K!

Jammu, June 4: The property returns filed by Indian Administrative Service (IAS) officers serving in J&K have revealed an assorted mix of crorepatis, lakhpatis, and some with nothing at all.
A majority of the officers have finally revealed their assets with the Department of Personnel and Training (DOPT) at the government of India, putting details in public domain. While a few officers are yet to declare their asset details, some have provided insufficient information as is visible from their property statements marked up to December 2014.
As per the statements of the officers, copies of which are with Early Times, the DOPT had asked them to divulge the details of movable and immovable properties, the present value of the property and the mode of acquiring the same. In many cases, however, the information including the GP fund savings have been withheld for unknown reasons.
Mohammad Iqbal Khandey
Chief Secretary, J&K government, Iqbal Khandey owns a house at Jammu, valuing Rs 27 lakh for which he had availed loan of Rs 13.66 lakh from the State Bank of India. Khandey holds household items worth Rs 18 lakh, besides LIC policies of Rs 17 lakh and GPF account Rs 6 lakh. He has a salary saving account of Rs 80, 000. He owns ancestral property including house and 10 kanals of orchard land worth Rs 60 lakh.
Madhav Lal
Secretary to the Government Ministry of Micro, Small and Medium Enterprises GOI, Madhav Lal reveals that he owns a house worth Rs 50 lakh at Greater Noida in Uttar Pradesh, which has been acquired by Membership of Greenwoods Government Officers Welfare Society in 2000. Lal says he owns another apartment worth Rs 80 Lakh at Vasant Vihar New Delhi, which is jointly owned with the legal successors of father, mother and brother. ‘This property has been acquired vide lease between DDA, Government Servants Cooperative House Building Society Ltd, Vasant Vihar and owners’ on 1.7.1991. Lal also owns a flat at Indrapuram in Ghaziabad district of Uttar Pradesh. The flat values 36 lakhs.
Pramod Kumar Jain
Joint Secretary, Ministry of Culture, GOI, Jain owns a house at Channi Himmat, Jammu, jointly managed by self and wife, valuing Rs 3 lakh approximately. He owns a flat worth Rs 11.50 lakh at Gurgaon, Haryana, leased by CGEWHO, a GOI body. Jain also has a plot at Ompura, Budgam leased by J&K Housing Board, valuing Rs 2.27 lakh.
Sonali Kumar
Chairperson, J&K Special Tribunal, Jammu, Kumar owns a villa at Greater Noida, Uttar Pradesh, valuing Rs 20 lakh with joint ownership of spouse. She says she acquired from vice president Greenwood Government officers welfare society and financed through mortgage with the State Bank of Patiala and personal savings. When asked about the present value of the property, she says “I have not found out as I have no intention to sell, but could be around Rs 80 lakh.”
Dr Arun Kumar
Financial Commissioner (Revenue), Kumar owns a villa in joint ownership with spouse (Sonali Kumar) at Greater Noida, Uttar Pradesh, valuing Rs 20 lakh, acquired through financing mortgage with State Bank of Patiala. The present value of the property amounts to Rs 80 lakh.
Ashok Kumar Angurana
Secretary to the Government in the Ministry of Panchayati Raj, GOI, owns flat at New Delhi for Rs 10.90 lakh. He owns another flat at Dwarka New Delhi in the name of his wife at Rs 8 lakh acquired from IES Officers’ Cooperative society in 1998 and it fetches him Rs 2.40 lakh annually. He owns an un-irrigated land of 24 kanals in village Tikri, Udhampur at the value of Rs 5.20 lakh. He also received a plot at Sainik Colony, Jammu from his mother in 2010. Angurana holds a house at Channi Himmat at the value of Rs 31.50 lakh in the name of his wife in 2011. He, however, withheld the present value of the property.
Khurshid Ahmad Ganaie
Financial Commissioner, Industries & Commerce, Ganaie holds ancestral property at Mattan, Anantnag, Kashmir (land and house), presently in the name of father with market value approximately Rs. 1.50 crore. He owns house and land at Sidhra, Jammu, jointly with parents. Ganaie holds land and house at Shivpora, Srinagar in the name of father-in-law.
Braj Raj Sharma
Principal Secretary to Government, Planning and Development Department, Sharma owns three ancestral houses at Kathua and Jammu, besides a plot allotted by J&K Housing Board at Channi Himmat. He, however, withheld the value of the property.
Sharma also had paid or contributed Rs 2.10 lakh to different cooperative groups for land.
Krishan Ballabh Agarwal
Joint Secretary, Ministry of Health & Family Welfare, Agarwal holds a residential house at Bareilly, Uttar Pradesh in the name of father acquired from grandfather with present value of Rs 26 lakh. He holds another residential house in Uttar Pradesh in the name of wife with present value Rs 50 lakh and it fetches him Rs 60, 000 annually. Agarwal had purchased 0.10 hectares of agricultural land in Lucknow at the cost of Rs 0.26 lakh in 2001.
Bharat Bushan Vyas
Principal Secretary to the CM, Vyas owns plot at Udaipur in the name of his wife with present value of Rs 10 lakh. “The property was purchased (total price rs 1.15 lakh) win 2008 out of money informally gifted by our son from out of his salaried income,” Vyas says. He owns another plot in Rajasthan in 2001 at a cost of Rs 4 lakh form JDA by arranging loan from PNB, the present value of the plot is Rs 80 lakh.
He holds a flat at Dwarka, New Delhi at a cost of Rs 14.80 lakh and it fetches him a monthly rent of Rs 25 000, the present value of the flat is Rs 40 lack approximately. Meanwhile, he owns one bedroom residential apartment at a cost of Rs 17 lakh at Rajasthan in the name of his wife, which is under construction.
Rakesh Kumar Gupta
Principal Secretary to the Government Forest Department, he owns a flat jointly with his wife at Nilgiri Apartments New Delhi at a cost of Rs 1, 58400, acquired from DDA in 1986 under self finance scheme and it fetches 3.12 lakh annually and the present value of the flat is over Rs 150 lakhs. He also owns three bedroom flat jointly with his wife at Noida, Uttar Pradesh at an anticipated cost of Rs 45 lakh.
Lokesh Jha
Senior IAS officer, Jha owns an ancestral house jointly with his brother at Varanasi, with present value of Rs 50 lakh.
Suresh Kumar
Joint Secretary Ministry of Defence, GOI, he owns ancestral house and two shops in the name of father at Kangra, Himachal Pradesh. He holds 100 kanals of ancestral land at Himachal Pradesh. He owns 3-bedroom flat at Uttar Pradesh at a cost of Rs 14 lakh and it fetches him Rs 201250 annually. He owns 2-bedroom flat at New Delhi, acquired from DDA at a cost of Rs 12.66 lakh and it fetches him Rs 238, 000 annually. He also owns 3-bedroom flat at Gurgaon, acquired from Government Officers Welfare organizations at a cost of Rs 36.9 lakh. He has 15 marlas of land and house constructed on it at Village Gunehar-Kangra at a cost of Rs 36.75 lakh in his name for which he has taken a loan of Rs 20 lakh from J&K Bank.
Pradip Kumar Tripathi
Principal Secretary to Governor, he owns one third share of 40210 hectares of ancestral agricultural land at Kanpur, jointly with his mother. He has also booked a flat at Noida at a cost of Rs 46.74 lakh in 2009.
Sudhanshu Pandey
Joint Secretary Department of Commerce, GOI, he owns plot in the name of his wife at Uttar Pradesh acquired in 1984 at a cost of Rs .80 lakh, with present value of Rs 90 lakh. He also owns a flat at New Delhi jointly with wife at a cost of Rs 13 lakh in 2008 by taking loan from SBI and it fetches him Rs 1.80 lakh annually, its present value is Rs 60 lakh.
He acquired LT Space in Noida jointly with wife at a cost of Rs 18 lakh in 2008 and it fetches him annual income of Rs 2.40 lakh, the present value of the property is Rs 25 lakh.
Umang Narula
Senior IAS officer, Narula owns an under construction apartment at Gurgaon Haryana, jointly with his wife, acquired by DLF New Gurgaon Homes Developers. He also owns 50 per cent share in a land at Uttaranchal with present value of Rs 1.50 lakh.
Shantmanu
Senior IAS officer owns a flat at New Town Kolkata having present value of Rs 80 lakhs. He also owns a flat at Noida having present value of Rs 90 lakh. He holds an agricultural land at Gurgaon and Nodia with present value of Rs 30 and Rs 35 lakh, respectively.
Shaleen Kabra
Kabra is Commissioner Secretary to the Government School Education Department, owns a residential plot at Udaipur. He mentions its present value as Rs 3.45 lakhs with joint ownership with father.
Ashok Kumar Parmar
Senior IAS officer owns an under construction flat at Gurgaon at a cost of Rs 40 lakh. He owns residential plot at Gujarat in 2004 at a cost of Rs 0.70 lakh, acquired from District Revenue Authority. He also holds ancestral agriculture land at Bharuch Gujarat. He however, did not reveal the present value of the property.
Asgar Hassan Samoon
Divisional Commissioner Kashmir, owns a plot at Sidhra Jammu on lease from JKCHC Ltd at a cost of Rs 2.43 lakhs in 1996. Samoon owns a plot and house at Humama, Budgam on lease from JKCHC Ltd at a cost of Rs 25 lakh in 1999. He owns 2 kanals, 6 marlas of land and house at Kulgam at a cost of Rs 15 lakh. He purchased a flat in Gurgaon at a cost of Rs 35 lakh in 2009 from DLF against bank loan of Rs 25.53 lakh. He owns 3 kanals and 7 marlas of land in Bandipora at a cost of Rs 3.35 lakh and 4 kanals and 7 marlas of land in RS Pura, Jammu at a cost of Rs 2.17 lakh. He, however, says the present value of the plot could be assessed as per market value.
Navin Kumar Choudhary
Commissioner/Secretary to the Government-Finance department, he owns a mansion at Gurgaon, jointly with his wife in 2004 at a cost of Rs 43 lakh and it fetches him Rs 6.60 lakh annually. He also had a share in the ancestral house, which is in the name of his father. He owns an apartment at Ghaziabad at a cost of Rs 1.24 crore, jointly with his wife. He says, he had taken a loan from PNB to purchase it. He, did not mention the present value of the property.
Dr. Pawan Kotwal
Divisional Commissioner Jammu, owns approximately four acres of ancestral agriculture land at Doda, J&K having present value of Rs 22 lakh. He owns a house in the name of his father at Doda, J&K having present value of Rs 16 lakh. He owns a double storey house jointly with family in Jammu at a cost of Rs 10 lakh, having present value of Rs 20 lakh. He also owns three kanals of agriculture land at Udhampur having present value of Rs 60, 000. He holds double storey house in Jammu jointly with his wife, having present value of Rs 60 lakhs and it fetches him Rs 3.60 lakh as annual rent.
Rohit Kansal
Commissioner/Secretary to Government, Floriculture, Parks and Gardens Department and Public Works (R&B) Department, says he owns no property, movable or immovable.
Manoj Kumar Dwivedi
Private Secretary, office of Minister for Micro, Small and Medium Enterprises, GOI, owns 3-bedroom flat in Group Housing Scheme at Haryana at a cost of Rs 16.50 lakhs and it fetches him Rs 3.60 lakh as annual rent. He has booked a plot in Rajasthan jointly with his wife at a cost of Rs 5 lakh. He also owns a flat at Noida at a cost of Rs 42 lakh. He however, says that the present value of the property is subjective to current market assessment.
Vinod Kaul
Commissioner Secretary to Government, ARI and Trainings Department, he owns property worth Rs 81.5 lakhs.
Hirdesh Kumar
Secretary to the Government Technical Education, Youth Services & Sports Department, he owns flat in Greater Noida having present value of Rs 105 lakhs and it fetches him an amount of Rs 3 lakh annually. He also owns agriculture land at Bijnor having present value of Rs 165 lakhs and a residential land jointly with his wife in Ghaziabad having present value of Rs 270 lakhs.
Mohammad Ashraf Bukhari
Commissioner Secretary to Government, Agriculture Production Department, owns one kanal of land-double storey house at Peer Bagh, Budgam. He owns ancestral house, land in Baramulla in the name of his father. He also owns one kanal of land at Rawalpora in the name of his wife having present value of Rs 21 lakh and one kanal of land in the name of wife at Sunjwan, Jammu having present value of Rs 41.25 lakh.
Simrandeep Singh
Deputy Commissioner Jammu, says he owns no property, movable or immovable.
Shah Faesal
Deputy Commissioner Bandipora says that no immovable property has been devolved to him from his parents.
