Govt awakes to sub-standard macdamisation of roads | To withhold 10% of bill as security for 3 yrs | | Arun Singh

Jammu, June 4: Tightening the noose around contractors indulging in mal-practice of using sub-standard material in macadamisation of roads, the Public Works (Road & Building) Department has now made it mandatory for every contractor to keep ten percent of the total bill as security deposit. This applies to contractors carrying out maintenance work of the roads blacked topped by them for next three years. Sources told Early Times that this move has been taken by the state government over the execution of sub-standard roads by the contractors laying down blacktopping with sub-standard martial and later managing to clear their bills in active connivance with some officials of the concerned department. The state government has now tightened the noose around such contractors who indulged in this mal practices by withholding 10% of the payment of their bill for three years. It has been a practice in the past that most of the roads blacktopped with sub standard material by the contractors comes off within few months of its execution. "In order to ensure the quality work on the roads, a part of the payment of the contractors will be kept with the concerned department as security deposit and moreover the maintenance of any kind of damage to the road will be done by contractors for next three years from the day of macadamization," they informed. Sources further informed that in order to maintain the dilapidated roads across the state which remains unattended for years due to financial constraints, State Government has signed a Memorandum of Understanding with Jammu and Kashmir Bank of Rs 7000 crore for macadamisation of roads. Sources told Early Times that the first installment of fund has been issued by Jammu and Kashmir Bank a week ago to the Road & Building and Public Works Department for blacktopping purposes. "The tendering process for carrying out the macadamisation of roads has been done by the concerned department and work in full swing change the shapes of dilapidated roads," they said further adding the out of total Rs 7000 crore, Rs 300 has been allocated for Jammu province and rest for the Kashmir region, they said. |
