Early Times Report
SRINAGAR, June 4: Finance Minister Haseeb Drabu today termed the regularisation of daily wagers and casual labourers as a 'social issue', saying it will take government atleast 5 to 6 months to take final call over it. Drabu said there are 14 categories of casual employees working in various departments with there number being estimated as 60 thousand. "To me it is more a social issue than anything else. It will take government atleast 5-6 months so that a final call over the regularisation of these casual and daily wagers is taken," Drabu said, adding he hasn't left the issue in a back burner but is pursuing it with the serious efforts.
Over the recruitment policy, the finance minister reiterated that only those posts which have not been referred to the recruitment agencies will be filled by such policy and that around two to three more meetings shall be held before the cabinet would clear the file. "We are still discussing it. Earlier we tried the ordinance route. More options are being discussed at present," Drabu said.
The finance minister maintained that flood relief package will not be an event but a process that is going on at present.
"It is not something like we receive Rs 44 thousand crore cheque and wave it in the public. It is a process which is going on at present. We have SDRF relief, Prime Minister's relief and now came the World Bank with 250 million. It is going to help us a lot in outing life back on track in the state. Before Ramadan, we have already committed to assist in housing. Chief Minister has also handed over the relief package to the flood hit traders which come under the 5 to 10 lac category. Things are move in a good pace. It cannot happen all of a sudden," he said.
Drabu said that it will take government six months to make the things financially normal in the state as according to him, there was complete destruction of the system earlier..
"The finance sector of the state was in shambles. It will take us next months to clear the mess.
Afterwards, salaries will be disbursed to employees on time.
G.P fund, related cases will have cleared sans any delay and further PSUs as well as non- PSUs shall function without witnessing financial instability."
Drabu added that already the GP fund cases have been cleared till March and the salaries of SSA teachers have been disbursed. "They (SSA teachers) had no salary from the past 14 months. The issue has been cleared now. There will be no further problems," he added.
