Who in GOI signed 'Agenda of Alliance' document? | As questions continue pour in, JK Govt tight lipped | | The Million Dollar Question! Peerzada Ummer Early Times Report srinagar, June 17: The much hyped document 'The agenda of alliance' which both the BJP and PDP floated at the time of entering into the coalition government in Jammu and Kashmir is coming under scrutiny with the questions being raised that whether such a document was approved by the Prime Minister or Union Finance Minister at the time of its execution or not. Sources revealed to Early Times that there were few leaders of the PDP who were in the constant touch with the BJP's senior leadership after the state elections were held with the fragmented mandate accorded to both BJP and PDP in the state. Though both the parties at present claim to be governing the state while keeping in view the agenda of alliance or the Common Minimum Program (CMP), the state government till date has not revealed who has approved the document in the Government of India or whether Prime Minister Narendra Modi or Finance Minister Arun Jaitley is privy to all its content. What is being stated and maintained by the state government in Jammu and Kashmir is that the agenda of alliance is going to be a central theme around which the governance in the state shall revolve. What is turning out to be a questionable entity is that no union minister till date has ever uttered a single word about the CMP signed between PDP and state BJP and even the Prime Minister didn't mention anything about such a document at the time of swearing-in ceremony of the chief minister Mufti Mohammad Sayeed held in March this year. Also, serious questions are being raised from several quarters that why the PDP and BJP in JK is not making it public that who approved the CMP for JK in New Delhi. Sources say that the BJP top leadership in New Delhi doesn't even know what the agenda of alliance is? They added that even the Prime Minister Narendra Modi and Finance Minister Arun Jaitley has not even read its contents- let alone approve or disapprove it. The Agenda of Alliance between the BJP and PDP grabbed much media attention in the past as it was used extensively by the state government but its credibility is coming under shadow at the time when the Government of India has out rightly rejected state government's plea over bringing back the power projects from NHPC. Contrary to this latest development, the agenda of alliance document reads, "Explore modalities for transfer of Dulhasti and Uri hydro power projects to J&K as suggested by the Rangarajan Committee Report and the Round Table reports. Secure a share in the profits of NHPC emanating from J&K waters to the state government. Revise all royalty agreements." Experts are of the opinion that if GOI would have approved the agenda of alliance in Jammu and Kashmir between PDP and BJP then it would have never so publically back tracked from its commitment about power projects. This latest development coming from the union power ministry is seen as the first major blow to the document- which claims to be governing the state. Interestingly, both the BJP and PDP ministers present in the meeting held at New Delhi haven't even uttered a word that the return of the power projects is included in the agenda of alliance. Something seems to be fishy if not all within the peripheries of power in Jammu and Kashmir. |
