Major reshuffle in CAPD Deptt on cards to streamline its functioning | | | Early Times Report
SRINAGAR, June 28: A major reshuffle is on cards in the Consumer Affairs and Public Distribution (CAPD) department in Jammu and Kashmir, where some employees are posted at one place for the past one to three decades. The government is planning to provide six months advance ration for winter months to people in the areas which remained cut off for six months due to snowfall in winter, CAPD Minister Choudhary Zulfikar Ali said. He said the state government is committed to providing ration as per census of 2011 to people of the state from July month whether the Centre provides additional ration to meet the requirement or not. "We will go for purchase in the open market to give people ration on subsided rates in the state," he announced but added that state will take up the issue with the Union Government as Jammu and Kashmir is a consuming and not producing state. Choudhary Ali said it is true that majority employees in the CAPD are posted at one place for the last ten to 30 years which needs to be changed. An employee develops self interest when he is posted at a place for more years, he said, adding that this has to be changed. He said the process of reshuffle will start immediately after the 2011 rationing is implemented in the state. Choudhary Ali said the government is planning to open more fair price shops in the state to ease out pressure on existing ration depots. There are some ration depots where 1,000 to 1,500 ration cards are registered and heavy rush of people could be seen at these ration depots to get ration. "We want to change the system and open new fair price shops which will also provide employment to our youths," he said adding, "we are planning that a depot should deal with just 200 to 250 ration cards." About nomadic families, who are shifting to higher reaches in the summer and plains in the winter, the minister said these families will be provided two separate cards for summer and winter months so that ration for them could go direct to their concerned depot on both seasons. He said there is three months buffer stock of ration available in the valley and Director CAPD has been directed to dispatch ration to every depot before the 15 day of every month. However, "we are planning to dispatch ration in the first week of every month," he said. Choudhary Ali said, "We are planning to provide four to six months of ration to people in one go in the areas which remained cut off during winter months due to snowfall." He said people will get six months ration in one go so that they do not need to go to ration depot every month. |
